ECC-SOUTHERN CALIFORNIA (ECC SoCal)
ECC-SoCal works to ensure that equity-focused sustainable development projects are implemented by connecting residents and businesses from disadvantaged communities to jobs and contract opportunities in energy efficiency, renewable energy, and green infrastructure.
Specifically, ECC-SoCal is the workforce education and training implementer for the Southern California Regional Energy Network (SoCalREN), a network of over 200 government agencies.
SoCalREN is organized to provide project development, financing, and workforce services to government agencies to help meet California’s energy efficiency goals.
The three major programs include : 1) E-Contractor an academy, a series of workshops and coaching services for minority, women, and disadvantaged contractors in green building skills, 2) ACES a high school program that provides high school and college credits and industry skills certificates in energy-related fields;
and 3) GPC - a workforce training program for emancipated foster and homeless individuals in energy efficiency.
OVERVIEW OF POSITION
The Workforce Development Manager is an Emerald Cities Collaborative employee and helps implement, coordinate, and market ECC-SoCal program initiatives.
The position reports directly to the SoCal Regional Director but is part of the larger SoCalREN program team. The Workforce Development Manager will work in partnership with the Director of Human Resources to implement HR strategies and programs.
The Workforce Development Manager will help lead our initiatives aimed at enhancing skills and organization success. This role will focus on developing workforce development strategies while integrating Human Resources functions.

Salary : $80,000-$90,000
MAJOR RESPONSIBILITIES
- Works closely with the Finance, Operations, and Administrative (FOA) team and participates in national team meetings
- Collaborates with the Human Resources department to ensure adherence to all ECC human resources practices and processes, ensuring a cohesive HR strategy across the organization
- Actively participates in knowledge sharing and collaboration with other Emerald Cities Collaborative regions and departments, fostering a culture of learning and growth
- Scheduling, staffing, and maintaining essential documents such as agendas and minutes for SoCalREN meetings and working groups
- Working with REN contract managers to ensure compliance with their requirements
- Assist with mandatory monthly and quarterly reporting
SoCalREN
- Enhance current workforce development programs that align with metrics and goals
- Collaborative with Program leads to identify skills gaps and develop training programs that enhance participant competencies and career growth
- Oversee the creation and execution of training initiatives, workshops, and professional development
- Facilitate participant performance evaluation, providing guidance to Program leads on participant development plans and performance improvement strategies
- Foster a culture of continuous learning and engagement through surveys and focus groups to understand workforce needs
- Partner with employers to ensure participants are integrated effectively and provided with resources
- Ensure all HR practices comply with legal regulations and best practices, update and develop policies as needed to support workforce development initiatives
- Other miscellaneous duties as assigned
EXPERIENCE & QUALIFICATIONS
The ideal candidate will have a background in HR
- Bachelor’s degree in Human Resources, Business Administration, or related field; Master’s degree preferred
- 3-5 years of HR experience, with a focus on workforce development, training, and employee engagement
- Detail-oriented with proven administrative / management skills
- Communicate effectively - verbally and in written form
- Ability to work under pressure and to multi-task - organize and track multiple trainings, training schedules, enrollment procedures, and participant achievement
- Takes initiative and exhibits the ability to work independently
- Acts judiciously under pressure and adhere to established protocols and procedures at all times
- Uses the Microsoft Office software to perform presentations, tracking, desktop publishing, and other professional software
