This position serves as the chief financial aid officer for the college. The Director is responsible for the acquisition and distribution of federal, state and local aid to eligible students as determined by appropriate standards.

Personnel responsibilities include direct supervision of classified and exempt staff working in the Financial Aid Office.

PERFORMANCE RESPONSIBILITIES :

Plan, organize, and administer financial aid programs and the financial aid office.

  • Responsible for maintaining Title IV Participation Agreement with the U.S. Department of Education. Submits new programs for approval of student funding programs and ensures compliance with Title IV aid programs.
  • Develops and streamlines policies, procedures, practices to improve Financial Aid services efficiency and effectiveness and compliance with federal and state regulations.
  • Administer federal and state financial aid programs in a timely manner that enhances the college’s ability to recruit and retain eligible students.
  • Ensure the Federal Student / Financial Aid Policy and Procedure Manual is reflective of federal and state requirements and best practices for compliance.
  • Determines student eligibility for financial aid, packages awards, coordinates disbursement of funds and monitors academic progress of recipients.
  • Administers Satisfactory Academic Progress (SAP) calculations and ensures students have an equitable and accessible appeals process.
  • Manages funds to ensure full utilization of federal, state and institutional financial aid allocations and monitors the department’s operating budgets to promote responsible expenditure of funds.
  • Manages the institutional scholarship program and coordinates the disbursement of private donor scholarships.
  • Manages all federal, state and institutional recordkeeping and reporting requirements related to financial aid and scholarships.
  • Provides information for and responds to federal program reviews and state audits.
  • Second level Financial Aid Appeal Authority.
  • Cooperates with public agencies and private organizations to coordinate disbursement of aid to students served in common.

Relationship Management

  • Collaborates with the relevant stakeholders to ensure compliance and consistency regarding administration and disbursement of federal, state and institutional financial assistance.
  • Communicates program information to students, staff, high schools and the community through a variety of mediums.
  • Serves as a college resource for information and guidance regarding student financial assistance programs.
  • Liaison to the EvCC Foundation to determine awards for scholarships.
  • Complete Consortium Agreements with other schools.
  • Participates in professional organizations at the local, state and regional levels.
  • Supervises assigned personnel.
  • Makes recommendations concerning hires or terminations, as necessary.
  • Evaluates assigned staff, including discipline and annual review processes.
  • Recommend and approve staff development for professional and support staff.

General Duties

  • Oversees the creation and implementation of annual operational plans for each area of supervision.
  • Serves on College committees and provides leadership to College committees as may be designated by the President.
  • Leads, participates in, or coordinates projects, committees or task forces as assigned by the Vice President or the President.
  • Discharges other administrative assignments, as directed by the Vice President or the President.

Minimum Qualifications :

  • Bachelor’s Degree in a related field, plus three or more years of related experience OR five years of progressive experience in financial aid.
  • Three or more years of progressively responsible supervisory experience.
  • Experience working with automated financial aid management systems.
  • Familiarity and experience completing federal reporting requirements.
  • Excellent written and oral communication skills.
  • Excellent presentation skills.

Preferred Qualifications :

  • Knowledge of Washington State Workforce Funding Programs.
  • Master’s Degree in Student Personnel Services, Business or Public Administration or a related field.
  • Demonstrated experience as a community college financial aid administrator.
  • Demonstrated extensive working knowledge of federal and state regulations pertaining to student financial aid and Title IV eligibility.
  • Proficiency in PeopleSoft / Oracle software.
