TPWD - Maintenance Supervisor II (Lead Operations Ranger/Utility Plant Operator (UPO))

GENERAL DESCRIPTION

This position works in a world class park with amazing archeology, history, plants, wildlife and recreation close to El Paso.

Maintains facilities that thousands of visitors use each year and educate visitors on how to protect this special site.

Under the direction of the Park Superintendent, this position performs highly complex (senior-level) supervisory maintenance and construction work and is responsible for Lead Maintenance duties at Hueco Tanks State Park and Historic Site.

Serves as the team leader for maintenance staff and park volunteers, giving guidance, scheduling work and assisting with daily maintenance and repairs of facilities, grounds and equipment.

Serves as the site's Utility Plant Operator (UPO), performing oversight, routine maintenance, regulatory compliance duties and repair of the site's water system and other utilities as needed.

Performs report preparation, training of staff, general maintenance and custodial duties, purchasing, revenue collection, issuing permits, visitor orientation and customer service.

Assists with enforcing park rules and regulations through voluntary compliance, performs resource management tasks and educates visitors on the natural and cultural resources of the park.

Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.Performs additional duties as assigned.

Complies with all Agency, Division and Branch rules, regulations and procedures.

Qualifications

MINIMUM QUALIFICATIONS :

Education :

Graduation of High School or GED.

Experience :

Four years of facility, equipment or grounds maintenance experience;

Two years experience as a supervisor or team leader, which may include oversight of paid staff, volunteers, or alternative workforces.

NOTE : Experience may have occurred concurrently.

Licensure :

Applicant must possess a valid State driver's license.

Must possess or be able to obtain, within one year of employment, a class D Water and / or Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ).

NOTE : Retention of position contingent upon obtaining and maintaining required license and compliance with the Texas Commission on Environmental Quality’s (TCEQ) Criminal Conviction Guidelines.

PREFERRED QUALIFICATIONS :

Experience :

  • Experience working with the public;
  • Experience with water and / or wastewater systems;

Experience working in a public park, historic site or other area involving natural and cultural resource conservation.

Language :

Bilingual in reading, writing and speaking fluent Spanish.

KNOWLEDGE, SKILLS AND ABILITIES :

  • Knowledge of complex construction, repair, and maintenance techniques, including skills in carpentry, plumbing, electrical, utility, masonry, and mechanical repairs;
  • Knowledge of natural and cultural resource preservation, conservation, and management principles;
  • Skill in using MS Word, Excel and Outlook;
  • Skill in effective verbal and written communication;
  • Skill in the use of personal computers;
  • Skill in providing quality customer service in a courteous and professional manner;
  • Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;
  • Skill in distributing accurate information, collecting fees and issuing permits;
  • Skill in training, coaching, managing and leading others;
  • Skill in planning, assigning and / or supervising the work of others;
  • Skill in managing several projects simultaneously;
  • Skill in meeting deadlines;
  • Skill in making independent, sound and timely decisions;
  • Skill in the use of hand and power tools, mowers, trimmers, chain saws, tractors, vehicles, generators and other mechanical equipment;
  • Ability to maintain and operate all types of equipment, including but not limited to tractors, loaders, chainsaws, hand and power tools;
  • Ability to develop, track and implement maintenance and repair programs;
  • Ability to make minor repairs to vehicles and equipment used in the operation of the park;
  • Ability to perform administrative functions such as writing reports, organizing and maintaining records;
  • Ability to work independently with little or no supervision;
  • Ability to work as a member of a team;
  • Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.;

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS :

  • Required to work in a public park with overnight and day use;
  • Required to work 40 hours per week, includes various schedules, hours other than 8 : 00 a.m. to 5 : 00 p.m., with days off other than Saturdays, Sundays and holidays;
  • Required to respond to emergency and occasional on-call situations;
  • Required to perform work outdoors, occasionally in adverse weather conditions;
  • Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;
  • Required to operate a State vehicle and equipment;
  • Required to travel 5% with possible overnight stays for training requirements;
