Position Summary : Under the direction of the Executive Director, Enterprise Purchasing, with great latitude for the exercise of independent judgment, the Senior Manager, Asset Managementwill manage the development and execution of asystem-wide asset management lifecycle process.

The Senior Manager is responsible for the development and oversight of new policies, practices and procedures to support asset management across the New York City Public Schools (NYCPS).

The Senior Manager identifies and analyzes challenges or opportunities to improve asset management, makes recommendations, works with senior NYCPS leadership to decide on the best course of action and supports implementation design and planning. Performs related work.

Reports to : Executive Director, Enterprise Purchasing

Direct Reports : N / A

Key Relationships : Division of Budget Operations and Review, Division of Contracts and Purchasing, Division of Financial Operations, Division of School Leadership, Office of the Auditor General, Division of Information and Instructional Technology, Operations staff and managers system-wide.

Responsibilities

Policy, Process and Governance

  • Leads the day-to-day operations of Asset Management including data analysis related to purchasing, understanding supply chain and impact on encumbrance deadlines.
  • Participates in cross-functional work streams to design and deploy processes and policies supporting the division's needs.
  • Utilizes financial & IT systems tools ad-hoc reports to govern policy.
  • Responsible for strategic management support of asset purchasing in FAMIS.
  • Reviews process and user experience in order to continually enhance lifecycle management.

Project Management

  • Ensures effective communication and coordination across internal and external stakeholders.
  • Develops deployment plan for policies and processes and collaborates with colleagues to deploy improvements in purchasing and asset management.
  • Coordinates training material development.
  • Manages annual certification requirements for central divisions and collaborates with central teams who have oversight over schools.
  • Prepares various ad hoc reports related to divisional strategic initiatives.

Contract Management

  • Manages and coordinates the development, registration and execution of select contracts; monitors and evaluates services through to completion.
  • Ensures contracts follow NYCPS standard operating procedures and adhere to all legal requirements.
  • Communicates with vendors regarding purchasing needs and requirements. Acts as a resource to resolve issues related to procurement / purchasing, contracts and payments;

escalates relevant information as needed.

Oversees encumbrance management for devices supported with central funding.

Qualification Requirements :

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research;
  • in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, social services program planning / evaluation, or fiscal management;

or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity.

Supervision must have included supervising staff performing professional work in the areas described above; or

A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred

  • Experience with various database and spreadsheet tools.
  • Working knowledge of IT technologies, software, hardware, and major service platforms.
  • Working knowledge of service desk and / or field service operations.
  • Proficiency with Microsoft Excel and advanced functions such as pivot tables, conditional formatting, XLOOKUP, SUMIF to enable creating stories / actions from data.
  • Strategic policy level thinker with a strong grasp of operational needs.
  • Broad based strategic planning experience; conceptual understanding of relationships among data, instructional and organization content.
  • Ability to conduct systematic analysis and develop solutions to complex data analysis problems.
  • Ability to lead organizational change in large, dynamic institutions.
  • Superior analytical and project management skills for planning, designing, documenting, communicating and following up.
  • Ability to lead in a fast-paced environment, and to prioritize and drive results.
  • Excellent and effective communication skills, including the ability to write well and make clear, concise verbal presentations and written reports.
  • Leadership, teamwork, consensus-building and influencing skills with experience in management of project teams at all levels in a cross functional, and diverse environment.
  • Strong strategic thinking, attention to detail, and the ability to proactively identify key issues and risks.
  • Effective customer-service and problem-solving approach.
  • Independent thinker able to adapt and modify research concepts and approaches to specific projects.
  • Connector extraordinaire with ability to bring teams to consensus.
  • Motivated self-starter who thrives and enjoys working in a team-oriented, high-pressure environment.

Salary : $107,476 - $118,000

Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
