Baltimore Department of Public Works is the largest agency in the city of Baltimore and is by far its most complex municipal operation in the city.

DPW’s workforce is budgeted at 2,800 employees, with a $660 million annual operating budget and a 6-year $1.8 billion-dollar capital budget.

DPW is a 24 / 7 operation with a very diverse set of responsibilities. Public Works, like no other agency, literally affects every neighborhood in Baltimore.

OVERVIEW

The Department of Public Works (DPW) is unique and comprises several bureaus, divisions, and offices. The Office of General Counsel and Compliance (OGC) is considered the backbone because they are critical in ensuring DPW performs to the highest legal and ethical standards.

OGC is divided into offices, each with different areas of responsibility for enhancing environmental regulatory compliance.

The two offices that are the face of OGC include :

The Office of Legal & Regulatory Affairs (OLRA) gives general policy and legal guidance in a variety of subject areas and coordinates broad legal issues with Baltimore City's Law Department, including providing factual support for general liability claims, obtaining responses to legal proceedings, and responding to Maryland Public Information Act document requests that are directed to DPW, as well as works with OGC to oversee all regulatory interactions specific to DPW's functions.

The Office of Environmental Regulatory Compliance and Safety (ERCS) is responsible for developing and continuously improving DPW’s operation processes and procedures regarding maintaining compliance with regulations and laws pertaining to the environment, health, and safety.

POSITION OVERVIEW

The position manages the Health and Safety Section of the Office of Environmental Regulatory Compliance and Safety. The work may require travel to work sites where working conditions may be noisy, dirty, or uncomfortable.

The work may require the use of protective clothing and equipment. The position may be on call evenings and weekends.

Under the supervision of the Chief of the Office of Environmental Regulatory and Safety Compliance, the Health and Safety Supervisor assigns, reviews, and evaluates occupational / environmental health studies and workplace inspection reports.

This position has supervisory responsibility, including but not limited to managing matters such as applicability, interpretation of standards, policies, and procedures, and approving work of and training lower-level health and safety specialists.

The Office of Environmental Regulatory Compliance and Safety serves as the City of Baltimore Department of Public Works experts in environmental regulatory compliance and the application of Occupational Safety and Health Administration (OSHA) standards.

The Office incorporates various assessment practices to prevent vulnerabilities, sustain environmental resources, and meet the current State of Maryland and EPA regulations.

When vulnerabilities or violations are identified, ERCS works with DPW site management to develop an action plan, including an associated time frame and potential obstacles (i.

e., human and / or monetary resources), to take timely action to correct the issue.

DUTIES AND RESPONSIBILITIES

  • Supervises lower-level Health and Safety specialists in matters such as sampling strategy, applicability, and interpretation of standards, policies, and procedures.
  • Assigns, reviews, and evaluates occupational / environmental health studies and workplace inspection reports.
  • May conduct site audits for compliance with OSHA standards
  • Oversees complex inspections on-site and conducts periodic field surveys of inspections.
  • Ensures that staff Specialists are consistent in evaluating hazards and in applying regulations.
  • Provides on-job-job training
  • Responds to requests for information about occupational / environmental safety and health.
  • May provide guidance and training to DPW employers and employees about hazards in the workplace and occupational / environmental health concerns.
  • May assist in preparing grant proposals to secure funding and administer the same.
  • May assist in preparing proposals.
  • May assist in ensuring that staff receive proper training and development.
  • May assist in analyzing trends in occupational / environmental safety and health, advising higher-level administrator, and developing necessary changes in policies or procedures.
  • May assist in identifying the needs of the Health and Safety program and allocating staff and equipment to meet those needs.
  • May assist in managing expenditures to stay within the program’s budget.
  • May assist in assigning, reviewing, and evaluating occupational / environmental health studies and workplace inspection reports.
  • May meet with representatives of management and governmental agencies concerning the goals, policies, and procedures of the DPW occupational / environmental health program.
  • Performs other related duties.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION : A bachelor’s degree from an accredited college or university in industrial hygiene, physical science, environmental health or life science.

EXPERIENCE : Nine or more years of experience in recognizing, evaluating, and controlling occupational hazards and environmental factors affecting employee health.

Note : The ideal candidate will have completed college courses with the following credits :

  • 12 credit hours in chemistry (including organic chemistry)
  • 18 additional credit hours in any combination of the following subjects : ChemistryPhysicsEngineeringHealth PhysicsEnvironmental HealthBiostatisticsBiologyPhysiologyToxicologyEpidemiologyIndustrial Hygiene

NOTES(EQUIVALENCIES) : Candidates may substitute the possession of a master’s degree in industrial hygiene from an accredited college or university for five years of the required experience.

OTHER REQUIREMENTS : Employees in this classification may be assigned duties requiring a motor vehicle operation. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the principles of organic chemistry, biology, physics, and mathematics.
  • Knowledge of State and federal health and safety standards and voluntary consensus standards relating to occupational safety and health and indoor air quality.
  • Create a professional work environment, set ethical values and standards, supervise efficiently, and motivate subordinates.
  • Ability to supervise and evaluate the work of the lower-level specialists
  • Ability to participate in and oversee the most complex inspections.
  • Ability to interpret technical and legal standards for exposures to hazards and recognize violations of those standards.
  • Ability to communicate technical and complex concepts.
  • Ability to apply basic statistical techniques in the analysis of data.
  • Ability to draw conclusions based on information from several sources and make recommendations for further actions.
  • Ability to prepare technical reports and analyses.
