Duties
- Oversees the formulation, planning, and execution of a broad range of Science and Technology (S&T) programs to support Air Force Research Laboratory (AFRL), United States Space Force (USSF) as well as broader Department of the Air Force priorities in force design, operational capabilities, and foundational S&T competencies.
- Provides expert counsel to all levels of AFRL, USSF, United States Air Force and Department of the Air Force leaders, including general officer, senior executives, Secretary, and Service Chiefs.
- Engages across a spectrum of defense organizations and other US agencies to include Department of Energy, National Nuclear Security Administration, National Aeronautics and Space Administration, the intelligence community, universities, as well as the defense and commercial industrial base to promote collaboration and partnerships to achieve mission priorities.
- Responsible for performance of strategy-to-task, roadmap, and portfolio development; S&T program execution; and other contributions to the AFRL mission including active support to cross-enterprise collaboration and integration.
- Provides supervision, leadership, management, and development over an organization comprised of civil service and military personnel, including technical subject matter experts and mission support functions such as finance, security, manpower, contracting, information technology, and logistics.

- If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing / signing a CONUS agreement.

- Telework options can be negotiated and implemented after entrance on duty.
- Supervisory requirements may be required depending upon the position being filled.
- The duty location for this position is Kirtland AFB, Albuquerque NM.
- This position may require occasional travel.
- This position may require drug testing and the candidate may be subject to passing a drug test upon selection.
- Selectee is expected to be granted and / or maintain the appropriate security clearance required for this position.
- Selectee may be required to serve a probationary or trial period.
- This position may be converted to permanent or extended without further competition.
- The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report.
Employee is required to attend annual ethics and procurement integrity training.
- This is an APDP position requiring Level / Tier 2 (Practitioner) Critical certification in Engineering and Technical Management (N) within 24 months of assignment.
- This is a Critical Acquisition Position. Unless waived, the selectee must : be a member of the Acquisition Corps or be able to be inducted in 6 months;
agree to remain in this position for 3 years; meet certification requirements or be able to meet them in 2 years; engage in continuous learning.
Qualifications
In order to qualify, applicants must meet the Individual Occupational Requirements for the position as described in the Office of Personnel Management (OPM) Qualification Standards.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
To qualify for this position, you must possess one year of specialized experience equivalent to the DR-4 (GS-15) broadband.
Specialized experience includes work that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
Education

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education programs.
