Organizational Overview
The King County Regional Homelessness Authority (KCRHA) is a public administrative agency that oversees homelessness-related programs and funding in the Seattle-King County region.
Created by an interlocal agreement between the City of Seattle and King County in 2019, KCRHA is responsible for unifying and coordinating the homelessness response system across our large and diverse region.
KCRHA works with a wide range of stakeholders, with a focus on continuous improvement across the system, centering lived experience and making the most effective use of public funds.
Our mission is to address and bring everyone inside throughout King County using equity and social justice principles.
Team Overview
The Planning Team (the Team) at KCRHA shapes the agency’s future initiatives, including grant applications, procurement, site planning, development, and other special projects.
They coordinate KCRHA’s sub-regional responses across North, East, South and Seattle-metro sub-regions of King County, optimizing strategic capabilities, operations, and resource allocation.
The Team will be guided by data, KCRHA’s strategic plan, and core values of equity, justice, quality, and innovation. In concert with executive leadership, the Team will consult on overall strategic direction and community ambassadorship for the organization.
The work will involve coordination with Community Impact Department and External Affairs Division, and engages with other offices across the agency, including the Executive Office and Senior Leadership to ensure goal alignment.
It consists of three coordinators and one manager, reporting to the Director of Special Projects and Planning within the Programs Division.
In partnership with the Director, the Team will :
- Develop the vision for programmatic priorities, clear objectives and outcomes that directly address the needs of people experiencing homelessness, KCRHA, and the broader stakeholder community.
- Select and support projects that align with these goals.
- Plan and operationalize high touch / impact methods to understand stakeholder needs.
- Liaison with stakeholders on relevant data, impact, and performance measurement issues.
- Embrace and embody the Agency’s racial equity goals and provide leadership to help advance the achievement of those goals within the organization and within the larger homelessness delivery system.
- Build and strengthen relationships with key partners and community stakeholders to develop trust and rapport.
Role Description
The three Planning Team Coordinators, with leadership from the Planning Team Manager, ensure ongoing engagement with housing and homeless service providers, coalitions, stakeholders, elected officials, local governments, and people with lived expertise in each sub region (East, South, North and City of Seattle).
The Planning Team Manager will ensure that the Planning Team Coordinators each develop and maintain specialized knowledge in one sub-region.
Also, the three Planning Team Coordinators, with leadership from the Planning Team Manager, together will provide expertise in engagement with homeless response system stakeholders and subpopulations of individuals experiencing homelessness.
The role requires a high-level strategic thinking capability, hands-on organizational skills, keen analysis and reporting, project management skills, and stakeholder relationship building and management.
The ideal candidate for this role will thrive in a team that is flexible, collaborative, and innovative. The incumbents must stay informed about external strategic communications and serve as a representative of the agency in all interactions with external stakeholders.
- Under the leadership of the Planning Team Manager and the Director of Planning and Special Projects, The Coordinator will help prepare the Agency to meet future needs and guides equity-driven and data-informed decision making intended to improve outcomes for people experiencing homelessness throughout King County.
- The main core component of this role is facilitating coordination between all stakeholders in the King County homeless response system including
- Geographic sub-regions
- Healthcare, behavioral healthcare, addiction and emergency services systems
- Corrections and reentry
- Subpopulation groups experiencing homelessness including single adults, families, LGBTQ+, women, reentrants, complex medical, etc.
- Work collaboratively in a team that anticipates and prepares the Agency to meet future needs and guides equity-driven and data-informed decision making intended to improve outcomes for people experiencing homelessness.
- The three core components of this role are planning and strategy, data and performance, and coordination between community and agency stakeholders.
Accountabilities
- Essential functions of the role include Contribute to building a strong Planning Team which functions collaboratively.
- Clearly communicate with all other KCRHA staff about Planning Team initiatives.
- With the other Planning Coordinators, Planning Manager, and the Planning and Special Projects Director develop the vision for programmatic priorities, clear objectives and outcomes that directly address the needs of people experiencing homelessness.
- Under the leadership of the Planning Manager, track, and report on the progress of the KCRHA Five-Year Plan.
- Liaise with stakeholders on relevant data, impact, and performance measurement issues.
- Monitors key strategic initiatives.
- Embraces and embodies the Agency’s racial equity goals and provides leadership to help advance the achievement of those goals within the organization and within the larger homelessness delivery system.
- Builds and strengthens relationships with key partners, including city of Seattle, county and sub-regional governmental departments and other community stakeholders to develop trust and rapport.
- Participate in KCRHA Sub-regional response by having specialization in one sub-region.
- At the direction of the Planning Manager coordinate between the homeless response system, and other systems that interact with the homeless response.
- At the direction of the Planning Manager coordinate with subpopulations experiencing homelessness.
- As a Planning Team develop a plan and timeline for homeless response system continual improvement in partnership with people with lived experience of homelessness, service providers, city agencies and other key stakeholders.
Minimum Requirements
- Fluency in equity and racial justice concepts and language, understanding their privilege and power, and can bring equity impact analysis to life in the context of their tasks.
- Success in cross-team and / or multi-stakeholder collaboration.
- Strong organizational, written, and oral communications skills.
- Proficiency in using technology and data, including Microsoft Office Suite.
