About this Position
The Contract Coordinator oversees the service supply contractors who are hired by the City. Their main duty is to coordinate the services of contractors who maintain athletic fields, landscaped areas, parks, medians, and open space areas.
Under general supervision, they will prepare contracts, develop standards, delegate work to vendors, and perform quality control measures to ensure all desired results are being met by the service providers.
The Contract Coordinator will also be responsible for working with other City staff to complete improvement projects to City facilities and parks.
Responsibilities
- Review work performed by landscape service providers
- Monitor and evaluate the maintenance of grounds and play surfaces at City recreational facilities
- Identify and document maintenance needs
- Follow up with the facility operator to ensure needs are addressed
- Coordinate the work of contractors for the best utilization of resources
- Examine properties to review work and resolve problems
- Inspect contractor work upon completion and issue punch-list items that need to be corrected
- Coordinate with contractors and other City staff to design and complete capital improvement projects
- Assist management with the terms, dates, and payments of contracts with vendors and suppliers
- Assist with the annual operating budget and expenditures
- Review and process contract invoices, create purchase orders, authorize payments, and maintain contract files
- Proactively identify opportunities to improve the maintenance of City property
- Write, review, and update contract specifications and prepare written reports related to contract administration
Qualifications
- Knowledge and training equivalent to 2 years of college Bachelor's degree in Business, Finance, Accounting, Engineering, Public Administration, Facility Management, Horticulture, Landscaping, or Turf Management preferred
- 2 years of related experience and / or training Or equivalent combination of education and experience
- 12-18 months of management experience People and / or project management
- Must possess, or be able to obtain within 18 months of hire, the State Certified Applicator License International Society of Arboriculture certification preferred
- Valid Oklahoma Driver's License and a driving record acceptable to the City's insurance carrier
Necessary Skills
- Ability to establish and maintain effective working relationships
- Ability to operate a motorized vehicle
- Ability to perform all aspects of the municipal bidding process
- Ability and willingness to respond to callouts to facilities on weekends or after hours
- Ability and willingness to occasionally work a flexible schedule (including some weekends and evenings)
- Ability to meet the required physical standards for this position
- Ability to pass extensive background process and pre-employment drug and audio screenings
Preferred Knowledge : knowledge of the following is preferred, but not required.
- Municipal contract requirements, including but not limited to : development, bidding, bid award, implementation, inspections, punch lists, proceeds, and default notices
- Forestry, arboriculture principles, landscaping, chemical application, plant material, soil preparation, and fertilizers and their use
- Trees, plants, insects, diseases, pesticides, and treatment
- Irrigation system design and operation
- Landscape plant material
- Experience in management of recreational facilities
