JOB DESCRIPTION :

The Navy Business Group currently has a career opportunity for Fleet training program analyst to provide support to Commander, U.

S. Fleet Forces (USFF) in Norfolk, VA.

The individual in this position will provide fleet deployment training program policy and standards analysis support and serve as an action officer for the USFF Fleet / Joint Training Directorate (N7).

Program analysts have experience at the senior level including supervisory experience. Program analysts, in general, review program (specific) data, evaluate program plans / changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders.

They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.

Program Analysts utilize time and government furnished equipment / information to accomplish their tasks successfully and promote program efficiencies.

They are subject matter experts (SME) in their fields of expertise.

The ideal candidate will be an experienced program analyst (at least six years of experience) and SME in fleet training policy and standards.

Echelon III (or higher) staff experience and a working knowledge or understanding of U.S. Navy fleet training policy and programs, the Optimized Fleet Response Plan (OFRP), and the Fleet Response Training Plan (FRTP) are highly desired for this position.

In addition, he / she will have excellent public speaking, presentation, and time management skills, as well as at least two years of applicable Program Analyst experience in :

U.S. Navy fleet operations, policy, systems, and staff procedures.

Managing / prioritizing large, complex projects involving numerous stakeholders.

Leading working groups and cross-functional teams.

Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity / deliverables.

Engaging Senior Staff at the Flag Officer / Director / Manager level.

Conducting fleet readiness analysis / assessment to identify gaps, training needs and solutions.

Specific Functional Area duties include, but not limited to :

Provide assistance and advice on incorporating continuous performance improvement methods and integrating best training and education business practices into Fleet training policy and management.

Assist with the review of Fleet training policy; provide findings and advice to improve them. Outline roles, responsibilities, charters and develop templates to improve Government stakeholder initiatives.

Draft strategic plans to implement changes based upon guidance, policy document reviews and recommendations.

Assist with the coordination of senior echelon, Combatant Commander (CCDR), and training command staff review of Fleet training policy and adjudication of issues to ensure alignment across the Fleet.

Provide assistance and advice on the planning, coordination and administration of the Fleet Training Integration Panel (FTIP).

Assist with the FTIP training requirements governance process including identifying, validating and documenting the requirements.

Prepare and deliver tools, such as balanced-scorecard, to assist in planning processes and analysis for the organization’s overarching initiatives.

Assist with maintaining and updating the organization-wide processes for supporting the implementation of an assessment plan to evaluate the ability to deliver Fleet training products and services in accordance with applicable guidance and assessment tools.

Conduct analysis to identify performance trends and training gaps.

Collate and analyze internal and external Fleet training surveys and feedback to identify process improvements and assist in preparing annual reviews.

Support the review and analysis of Fleet training policy and standards aspects of the Fleet and Joint Training Program including environmental systems, training systems and training range operations / requirements.

Monitor, review, coordinate, and recommend changes to policy documents, flag-level briefs, and FTIP action items.

Assist and advise the Fleet and Joint Training Directorate in development of Fleet training standards in accordance with the Universal Navy Task List (UNTL) and FTC.

Monitor, review, coordinate and recommend changes to Fleet training requirements documents including instructions, briefs, capability development documentation and FTIP products.

Provide current accurate and complete training policy and standards related point / information papers, briefs / presentations and executive summary memorandum for USFF leadership on training issues.

Provide analysis of group (ARG-MEU, CSG), Master OFRP Productions Plans (MOPPS). Provide functional support to coordinate, administer, schedule, and track senior officer tactical training in accordance with COMUSFLTFORCOM / COMPACFLTINST 1500.49(series).

Coordinate with OPNAV Flag matters, USFF headquarters, numbered fleet commanders (NFC) and training providers to develop training plans.

Coordinate with flag officers, aides or staff writers and administrative personnel on logistical matters to implement training plans such as travel, parking, funding, orders, security and others.

Develop staff notices, plan of action and milestones, schedules, email, documents, briefing books and other media to facilitate planning and execution of training plans.

Oversee, track and provide reports on training execution as required.

Develop lessons learned and recommend policy and process improvements as required after execution of a training event.

Qualifications

REQUIRED BACKGROUND / EDUCATION / SKILLS :

U.S. citizen with Bachelor of Arts or Science degree and Secret clearance.

Active military duty experience including recent fleet training experience at or above the mid-grade officer or senior enlisted level.

2 years of general training program analyst and Functional Area experience (6 years in lieu of degree will be considered); see detailed tasks above.

Superior knowledge and proficiency in analytical methodology, assessments, and program evaluation with commensurate expertise in preparing project papers, senior management level briefings / presentations and executive correspondence.

Proven written and verbal communication skills and ability to act independently and manage time effectively.

Experience in use of MS Office (e.g., Word and PowerPoint) products.

DESIRED BACKGROUND / EDUCATION / SKILLS :

Experience as an Echelon III (or higher) staff officer.

Comprehensive understanding of all phases of the OFRP / FRTP.

Familiarity with the OFRP, FRTP and Fleet Training policy documents, including the Fleet Training Continuum (FTC).

Understanding of the Fleet training Command and Control (C2) structure.
