Position Summary
Performs technical engineering inspection work securing compliance with the construction plans and specifications of all water mains, gravity sanitary sewer mains, sewer force mains water services, and sewer laterals.
Under supervision will assist in the inspection of water booster stations, sewage pump stations, elevated and ground storage water tanks, and various other structures.
An employee in this class performs routine technical sub-professional engineering work on a variety of construction projects.
When first assigned to this class, employees may work on certain phases or stages of construction and work under very close supervision.
The employee's duties cover all phases of construction from groundbreaking to completion of the project. Demonstrates a commitment and supports a culture of diversity, equity and inclusion.
Position Responsibilities / Essential Job Functions
Participate in the inspection of water and sewer mains for compliance with approved plans and specifications including water and sewer laterals;
materials; grades; safety; equipment; backfill and compaction; field revisions; tunnels and casings.
- Under direct supervision inspect and / or participate in the inspection of wastewater treatment plants and plant expansions, water booster stations, sewage pump stations, elevated and ground storage water tanks, and various other associated structures to ensure that all work is done in strict compliance with specifications and meets or exceeds state and local ordinances.
- Perform testing to ensure proper installation of facilities. Tests such components as water and sewer mains; water and sewer laterals; manholes and water samples.
- Perform incidental inspections on water meter installations, fire flow, line location, availability, grinder pumps, and sewer replacements.
Field verifies elevation of manhole covers and water valve boxes.
- Participate in monthly inspectors' meetings and teams as needed.
- Perform bond releases in regards to punch lists, call back re-inspections, and close-out of projects once they meet Prince William Water standards.
- Assist in record-keeping track the progress of the project and maintain any field changes that have occurred. Prepares daily and monthly reports.
- Perform routine administrative duties. Answer questions from in-house employees and the general public over the phone and in person.
- Check construction materials for the presence of approved seals and stamps; check manufacturers to determine if they are on the approved products list.
- Answer complaints, verify to determine whether responsibility is that of the County, or refer the complainant to the agency having responsibility for action.
- Operate a Prince William Water vehicle.
- May be deemed essential at any time.
- Perform other duties as assigned or required.
Essential Skills and Experience
Essential Competencies :
- General knowledge of methods, materials, practices, and techniques used in the construction of sanitary sewer and water facilities including utility construction and surveying practices.
- Experience with computer equipment and software applications related to assignment; installation, maintenance, and repair of water and sewer mains.
- Knowledge of basic safe work methods and safety regulations; traffic laws, ordinances, and rules involved in vehicle operation;
English usage, spelling, and grammar.
- Ability to read and interpret engineering designs and specifications; ability to read, understand, and interpret Utility Standards Manual (USM) and maintain detailed inspection reports and records.
- Ability to understand and follow oral and written instructions; establish and maintain effective working relationships with others encountered in the work;
communicate effectively orally and in writing; operate computer equipment and software applications related to assignment.
Ability to drive motor vehicles observing legal and defensive driving practices; follow established codes, policies, and guidelines;
perform work following safety regulations, guidelines, and practices; work independently in the absence of supervision.
Minimum Education and Work Experience :
- High school diploma or GED.
- At least two years of related construction, installation, or sub-professional engineering work. Examples of sub-professional engineering work include but are not limited to construction plan review, interpreting and enforcing Utility Standard Manual (USM), performing incidental inspections, performing bond releases, and familiarity with water and sewer utilities.
- Or a combination of education and experience as described above.
Required Licenses / Certifications and Other Special Requirements :
- Must possess and maintain a valid driver's license consistent with Prince William Water policy requirements.
- Must attend training from the Virginia Department of Transportation in at least two of the following areas : asphalt, concrete, aggregate, and compaction within the first year of employment in this position.
