Summary The Maintenance Tech III assigned to the jail is responsible for construction, remodels, repair, preventive maintenance, grounds keeping and Turf Grass Management of the jail facility.
Performs scheduling of preventive maintenance, safety training, and all maintenance related software programs. Member of the Facility Safety Committee.
Distinguishing Characteristics
This position is an assignment and works under the general supervision of the Director of Buildings & Grounds
The County will consider candidate's work history, including any experience the candidate may have. The County is not prohibited from seeking outside candidates for this assignment.
The assignment will be reviewed annually. The County may reassign the duties with just cause.
Essential Duties
- Follows jail security procedures.
- Maintains two large boilers for hot water supply.
- Maintains kitchen and laundry equipment sufficient for 150 inmates.
- Maintains and repairs plumbing.
- Oversees the operation of the mechanical, fire suppression, jail camera, and electrical systems.
- Calls for necessary technical assistance when required and provides repair cost estimates to supervisor.
- Inspects, maintains and repairs mechanical equipment, HVAC and electrical systems; maintains replacement parts inventory and requisitions when necessary.
- Performs a variety of carpentry work including glass replacement. Manages Turf Grass and sprays noxious and invasive weeds.
- Performs snow removal and ice control duties. Operation and repair of large irrigation systems, including pumps.
- Maintains, repairs, and replaces domestic and wastewater system
- Operations of dump trucks, backhoes, tractors and mowers.
- Demonstrated ability in stick and MIG welding.
- Demonstrated ability to read and understand blueprints.
- Repairs pneumatic actuator systems.
- Performs routine maintenance and repairs on County equipment including backhoes, mowers, etc.
- Maintains records on all maintenance and repair activities.
- Ensures all safety procedures are being enforced.
- Repairs and replaces locks and makes keys.
- Works with maintenance software program for repair orders, work orders and completion notices.
- Supervises / trains inmate work crew
- Workweek may vary, requiring being on-call at times.
- Regular attendance is an essential function of the position.
- Performs other duties as assigned.
Qualifications
Knowledge and Skills
Advanced knowledge of the principles, practices, materials and methods of building and grounds operation. Advanced knowledge of commercial / industrial building maintenance and physical plant operation and equipment.
Intermediate to advanced knowledge of electricity, plumbing, and HVAC. Advanced knowledge of Turf Grass Management. Advanced knowledge of large irrigation systems.
Advanced knowledge of locksmithing including Grand Master systems. Good computer skills with knowledge of software.
Abilities Ability to repair and maintain a variety of mechanical, HVAC, plumbing, and electrical systems. Ability to read blueprints and other related documents.
Ability to give clear and detailed instructions. Ability to maintain cooperative and harmonious relations with department officials, co-workers, employees and the public.
Demonstrated ability to understand and carry out oral and written instructions in English.
Physical Abilities
Ability to stand, walk, stoop, bend, kneel, crawl or climb ladders, and to lift, push, pull or carry more than 50 lbs when necessary.
Ability to use rapid finger, hand and arm movement on occasion. Ability to be in close / limited areas or spaces. Must be able to work in adverse weather conditions.
Position requires post offer physical capacity test based on the job description.
Education and Experience High school diploma or equivalent. Four years building and grounds experience and certification or Journey level experience in related trade field such as Building Operator Certification (BOC), Turf Grass Management, HVAC / Electrical.
Licenses and Certificates
A valid Oregon driver's license and an acceptable driving record. Must possess or obtain within one year a Backflow Testing Certification.
Must be able to pass a Criminal Background Check. Ability to obtain and maintain other certifications including Playground inspector, Pesticide Applicators, and Building Operators Level I & II.

Working Conditions
Work is performed indoors and outdoors where some safety considerations exist from physical labor and handling of light-to-medium weight, yet awkward materials.
Must be able to work outside of the normal workweek as necessary.
Probationary Period This position is based on the successful completion of a nine-month probationary period.
Maintenance Tech III, Jail (MTIII-Jail) Assignments.
The County may assign or reassign MTIII-Jail using the following guidelines :
- The County shall post available positions fifteen (15) days before the position(s) becomes available. The County shall allow MTIII to express interest in the position.
- The County shall consider any candidate's work history, including any experience the candidate may have. The County is not prohibited from seeking outside candidates for the position of MTIII-Jail if a vacancy in a MTIII position occurs.
- MTIII-Jail assignments shall be for a period of twelve (12) months from the date of appointment. A MTIII assigned as a MTIII-Jail, may remain in the position, if within thirty (30) days of the MTIII's appointment to MTIII-Jail anniversary date, the MTIII notifies the County in writing their request to remain in the position.
The County will review the request and within fifteen (15) days notify the MTIII if the request was granted or denied. The County has exclusive right to deny the continuation and does not need just cause to deny the renewal.
- If the MTIII-Jail assignment is renewed the County shall follow subsection three (3) above.
- If the MTIII-Jail assignment becomes available, the County shall again post the MTIII-Jail assignment position in accordance with subsections one (1) and two (2) above.
- The County may only remove the MTIII from the MTIII-Jail Assignment during any twelve (12) month assignment period with just cause as specified in Article 13 of the collective bargaining agreement;
however, this section is subject to Article 15, Section 4 of the collective bargaining agreement and does not apply for the first nine (9) months of the assignment.
A MTIII who is either removed from a MTIII-Jail assignment or otherwise leaves a MTIII-Jail assignment shall return to a MTIII position.
