The purpose of the Contract Compliance Manager, Sr. is to support the Director in ensuring all contracts comply with local, state, and federal regulations.
This role provides leadership to the compliance team and manages contract compliance operations. Responsibilities include conducting audits, reviewing contracts, implementing corrective actions, and fostering stakeholder relationships for smooth contract execution.
Additionally, the Contract Compliance Manager, Sr. contributes to strategic initiatives that improve operational efficiency, transparency, and accountability in the compliance process.
Duties and Responsibilities
- Ensure contracts comply with local, state, and federal laws, ordinances, and policies.
- Conduct financial, operational, and contract performance audits and reviews to address compliance risks.
- Develop, implement, and monitor compliance programs, site visits, and corrective action protocols.
- Oversee contract review and approval to meet legal standards.
- Collaborate with legal teams to assess and resolve contract disputes effectively and in a timely manner.
- Supervise the compliance team, provide leadership, mentorship and training and support.
- Promote a culture of compliance, continuous improvement and promote ethical behavior throughout the organization.
- Delegate tasks to meet compliance deadlines and strategic objectives.
- Communicate regularly between the compliance team, departments, vendors, and contractors to ensure smooth contract execution.
- Build, advise and maintain positive relationships with internal and external stakeholders on compliance policies, procedures and best practices.
- Assist in developing, revising and implementation of compliance policies and procedures.
- Stay updated on regulatory changes and adjust policies accordingly.
- Maintain detailed compliance records for audits and reviews.
- Identify and mitigate compliance risks in contracts and procurement.
- Investigate violations and recommend enforcement actions.
- Deliver compliance training to employees and contractors.
- Ensure compliance programs incorporate principles of diversity, equity and inclusion, promoting fairness across contract processes.
- Establish and track key performance indicators (KPIs) to measure the effectiveness of compliance programs and identify areas for continuous improvement.
Knowledge, Skills & Abilities
- Thorough knowledge of local, state, and federal laws governing contracts, procurement, and compliance.
- Knowledge of industry-specific regulations and standards relevant to contracts.
- Expertise in compliance frameworks, risk assessment, and mitigation techniques.
- Strong grasp of ethical standards and practices in contracts and procurement.
- Proficiency in conducting compliance audits, identifying risks, and implementing corrective actions.
- Experience in developing, implementing, and updating compliance policies and procedures.
- Knowledge of contract management software, auditing tools, and compliance tracking systems.
- Excellent leadership, teambuilding, and stakeholder management skills
- Ability to effectively communicate and collaborate with diverse teams and external partners.
- Strong analytical and problem-solving skills, with the ability to make data-driven decisions.
QUALIFICATIONS
Minimum Qualifications - Education and Experience
- Bachelor's degree in Business Administration, Public Administration, Law, Finance, or Contract Management or related field.
- Six years of progressive experience with Contract compliance or related compliance field.
- Minimum three years of supervising staff or overseeing stakeholder relationships.
Preferred Education & Experience
- Master's degree in business or public administration or a related field.
- Five years of municipal or other government experience focused on compliance.
