The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS).

HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance.

DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Office of Performance Management & Data Analytics (OPMDA) reports critical statistics and data related to the Department of Homeless Services (DHS), as well as to Human Resources Administration’s (HRA) operations and program services.

OPMDA is requesting to hire one Admin Staff Analyst NM-3 to function as the Executive Director, HRA Performance & Reporting, who will :

  • Oversee the development of performance measurement tools, the production of performance monitoring reports, the development of data dashboards, the provision of analytic and data support to HRA’s program areas, and the development of a consistent and comprehensive data reporting system for HRA programs.
  • Direct and maintain the reporting methodology for reports on HRA programs. Ensure the accuracy and integrity of reports produced about HRA programs.
  • Provide technical assistance to ensure that all program areas are performing at levels set by the Agency.
  • Collaborate with all program areas throughout the agency to develop specific indicators that will be used by the Commissioner and other Agency stakeholders to evaluate program performance, and to facilitate decision-making focused on improving service delivery.
  • Manage the Cash Assistance reporting unit, which provides support on the cash assistance caseload, the operations of Benefit Access Centers, and the operations of Career Services contracts.
  • Manage the SNAP, Medicaid, and Fair Fares reporting unit, which provides support on the SNAP caseload, the operations of SNAP centers, the Medicaid caseload and operations, and the administration of the Fair Fares program.
  • Manage the Special Services Program Performance Unit which serves as the primary liaison for program reporting and analysis for Client Special Services, which includes WeCARE, the Office of Affordable and Supportive Housing Services, Adult Protective Services, HASA, and Domestic Violence services.
  • Develop and maintain data models as needed to support forecasting, program planning, decision-making, and program operations.
  • Advise the Deputy Commissioner of OPPM concerning data, reports and programs submitted to the Commissioner, Chiefs and Executive staff.

Oversee the preparation of specific data, analysis and reports that support agency policies and procedures and support the Commissioner’s goals.

Work Schedule : Monday to Friday : 9 am to 5 pm

Work Location : 4 World Trade Center

Minimum Qualifications

  • 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research;
  • in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, social services program planning / evaluation, or fiscal management;

or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity.

Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

  • Project management experience-Data analysis and reporting skills -Knowledge of social service programs -Supervisory experience in the budget area within Government Agencies.
  • Knowledge of Federal, State and local / city policies and mandates. -Strong verbal, written communication and interpersonal skills.
