This resource will provideadditional coverage of technical and administration support needsincluding development management revision / change control securityimplementation and modernization of PPD application platforms andenvironments.

Positionoverview / Statement ofWork

The Application Systems Engineerposition is a hybrid role centered around Application DevelopmentApplication Support and Platform engineering.

This resource willengage in assessments on performance and functionality fortroubleshooting and creating enhancements on existing applications.

This also applies towards developing new software / applicationsolutions to meet business needs. The resource will act as aninhouse technical lead for consulting on application projectsincluding working with vendors and stakeholders to understand andtranslate requirements for solution designs and implementationplans.

This resource will also develop internal applications tosupport modernization of IT Systems and Operations for thePhiladelphia Police Department.

In addition they will becollaborating with PPD Platform Engineering team to optimizeServer / VM Web and Database components in application stacks

Workactivities :

• Evaluatingapplications for bestpractice implementations includingfunctionality and integration
• Developing software / applicationsolutions to meet business and operations needs
• Collecting application and / orreporting requirements for solutions design
• Managing and troubleshootingperformance issues and resolving server / OSrelated applicationissues
• Documenting solutions usingapplication development cycle methodologies diagrams andapplication models
• Performing application / softwarecode reviews for improvements enhancements andoptimization
• Reviewing security controls inapplications and corresponding infrastructure for IT securitycompliance
• Designing developing and managingfrontend and backend application components including userinterfaces and databaseintegrations
• Analyzing application datasets toformulate reports and reportingtemplates
• Providing input / feedback withtechnical subject matter expertise on application projects
• Maintaining server components inapplication stacks

Skills / experience of theassigned staff Required :

• Strong development skills in .NetC Python Java XML JSON and GO
• Working foundation on frontenddesign protocols including PHP CSS HTML JavaScript andGO
• Strong web development skillswith platforms such as Microsoft IIS Visual Studio Apache NGINXNode.JS and Django
• Strong comprehension with SQLplatforms including MS SQL Server Oracle andPostgreSQL
• Designing creating and supportingreports using SQL Server Reporting Services
• Designing and supporting ETL andELT processing using SQL Server Integration Services
• Managing and configuring desktopand server operating systems :
• Windows 10 and 11
• Windows Server 2016 and above
• Red Hat Enterprise Linux (orsimilar distributions)
• Administering systemchanges / modifications within operating systems
• Understanding and implementingsecurity at the Network Application Server and Database level
• Firm development skills in inscripting technologies for process automation or serviceoptimization
• VB Script Powershell BASH Pythonor similar
• Strong soft and organizationalskills in areas including teamwork managing priorities timemanagement task tracking establishing effective relationshipscommunicating complex Ideas to nontechnical people and good oraland writing communication
• Working knowledge on serverinfrastructure virtualization is a strong plus
• Working knowledge on appdeployments in AWS Azure or similar cloud environments is a plus
• Working knowledge on Mainframesystems and COBOL CICS JCL VSAM languages is a strong plus
