General Description and Classification Standards Plans, directs and reviews the activities of the Department Public Works (DPW).
Duties may include, but are not limited to : planning, organizing, scheduling, and delegating assignments to subordinate supervisors.
Reviewing collection methodologies and implementing process changes. Oversees the implementation of all warehouse, solid waste code enforcement and landfill operations.
This includes but not limited to monitor day-to-day operational systems and processes that provide visibility into goals, progress, and obstacles for DPW key initiatives.
Supervision Received
Direction received is very general and focuses on strategic objectives and is typically collaborative in nature. This is a policy-making level of management and would be considered "upper middle" management.
Essential Duties & Responsibilities

Directs and participates in the development and implementation of the City's goals, objectives, policies and procedures involved in the refuse collection activities.
- Provides refuse collection management; plans, organizes, schedules, and delegates assignments to subordinate supervisors relative to household refuse collections methods;
- develops routing collection plans for residential and commercial refuse collection and various specialized trash services for designated geographic areas within the City;
- directs the collection programs to meet or exceed establish services levels. Develops efficient collection systems; modifies work methods;
research, analyzes existing collection methods to determine the feasibility of incorporating advance technologically to improve performance.
Responds to and resolves difficult citizen inquiries and complaints. Manages operational and administration of budget; supervises and participates in the preparation and management of the department budget.
Provides written and oral reports to executive level management and front-line employees. Serves as department liaison to address waste collection and disposal needs for all City sanctioned events.
Selects, supervises, trains and evaluates professional, technical and administrative support subordinates with a key focus on superior customer service.
Decision Making
Establishes organization strategy and policy within required legislative or executive limitations and makes purchasing or resource allocation decisions within organization guidelines.
Leadership Provided
Provides guidance to a varied group of Managers and Supervisors or may directly supervise a staff of professionals and team leaders engaged in an organization-wide or policy-advisory activity.
Guidance should typically be general in nature and focus on objectives, end results, and policies.
Ability Knowledge & Skills
- Knowledge of methods, materials and techniques employed in public works; of principles and practices of strategic management and planning;
- of recent developments, current literature and sources of information in municipal public works administration; of the principles of organization, management, budget, and personnel management;
of various financing mechanisms for enterprise operations and rate setting principles. Skill in the operation of a personal computer and relevant software.

QUALIFICATIONS
Minimum Qualifications Education and Experience
Associate's degree from an accredited college or university in Civil Engineering or a related area. 8 years of professional and managerial experience in the field of public works, or equivalent organization to include 5 years in a supervisory or managerial position.
Preferred Education & Experience
Bachelor's degree in civil engineering or a related field and 10 years of professional and managerial experience in the field of public works, or equivalent organization to include 5 years' in a supervisory or managerial position.
Licensures and Certifications
Landfill Operators Certificate (or ability to obtain within one year).
