The Senior Property Manager coordinates all aspects of site-based asset management for properties included in the portfolio of the Housing Operations of Housing Daytona Beach.
The Senior Property Manager will supervise and coordinate Affordable Housing staff in the day-to-day management of Public Housing and HDB mixed-finance / LIHTC developments as assigned.
This position will also be directly responsible for at least one community.

MAJOR TASKS & AREA OF RESPONSIBILITY :
Under the direction of the Chief Operating Officer, manages HDB's efforts to identify and develop strategies to increase portfolio performance, participate in and provide key input into the development of new initiatives, and measure and monitor the success of the organization's performance.
The Senior Property Manager will be responsible for managing all HDB properties as assigned and will provide oversight and direct supervision to Property Managers and Maintenance staff.
The Senior Property Manager will ensure that the property meets HUD, REAC / NSPIRE or other HUD measurements of property performance.
The Senior Property Manager will ensure the portfolio meets all HUD requirements upon which the PHA is graded.
Duties include, but are not limited to, the following :
- Responsible for supervision and training of Property Managers, administrative on-site and maintenance staff in all aspects of housing management and operations.
- Supervises directly and / or indirectly and provides direction to one or more maintenance team members and property managers directly.
- Responsible for waitlist management for assigned property.
- Monitor and assess performance of HDB's programs and services.
- Develop and facilitate strategies which will create or improve functions, processes, procedures and tasks that will assist HDB to operate more efficiently or provide better services to its customers.
- Build and maintain collaborations with external partners and agencies.
- Evaluation of financial reports, records, and plans. Prepare reports representing trends, accomplishments, risk and other significant factors.
- Ensure that all HDB Affordable Housing users are properly trained and registered with HUD for proper access to the Enterprise Income Verification (EIV) System.
- Manage Inventory Management System (IMS) / PIH Information Center (PIC) data for assigned property and tax credit properties including coordination with staff, as applicable, for timely submission of PIC data as related to Housing Operations inventory.
- Manage vendors performing contract work.
- Assist on-site management and maintenance staff in implementation of unit turnover, leasing, and resident retention activities.
- Assist CEO, COO, CFO, Director of Development and HCV Manager in the creation, review and approval of all budgets for site-based asset management.
- Assist CEO, COO, CFO, Director of Development and HCV Manager with periodic review of policies, procedures and governing regulations to determine if new rules have been implemented that would necessitate change to applicable HACDB Policies & Procedures, Annual and 5-Year Plans, ACOP, etc.
- Assist with the development and facilitation of training, generally Asset Management staff. Provide training to staff as needed.
- Provide support and work in cooperation with department Directors, on-site staff, law enforcement and other resources to identify problem residents;
support staff in the collection of historical data in support of management decisions; review and approve or disapprove actions that could result in a lease termination and / or eviction and follow through with the eviction process as needed.
When necessary, assist site manager with cases that may require the HDB attorney.
Ensure compliance by the on-site management and maintenance staff's periodic inspections of the development buildings, grounds, systems and units to identify problem areas;
recommend and follow through with the implementation of short- or long-term corrective actions as applicable; assist in development and implementation of a site-based Preventative Maintenance Program.
- Ensure coordination and compliance with appropriate regulatory agencies, as needed, for annual UPCS, HQS and REAC Inspections, follow-up on corrective actions, as applicable.
- Provide monthly, quarterly and annual compliance reports to COO, CEO and HDB Board of Commissioners.
- Perform at least probationary and annual evaluations on all assigned departmental staff. Ensure evaluations are performed in a timely, accurate, comprehensive and objective manner.
- Perform other related duties as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES :
- Working knowledge of HUD 24 CFR's, HCV (HCV) and Public Housing eligibility requirements, HUD 4350.3 and Section 42 Internal Revenue Code - LIHTC Compliance related to affordable housing management.
- Apartment Property Management Experience.
- Ability to make mathematical computations quickly and accurately; maintain clear and accurate records; ability to compose reports and presentations for superiors and other parties to communicate ideas clearly.
- Prepares a monthly Management Information Systems report which reflects the PHAs, LIHTC, or other program position relative to applicable measurement that result in scoring or funding outcomes.
- Ability to analyze organizational needs, requirements and prepare recommendations, train staff as needed. Ability to coordinate the work of departmental staff and delegate responsibilities effectively.
- Working knowledge of administrative procedures and equipment; strong computer skills, strong skills in oral and written communication.
- Considerable knowledge of research techniques, information resources, information evaluation and reporting techniques including processes and / or forms for correct implementation (HUD and LIHTC Regulatory Compliance).
- Working knowledge of Florida State Housing Finance and HUD Management Review processes. Familiarity with PHAS evaluation processes in support of the HCV, Public Housing, Finance and Construction Services.
- Ability to exercise judgment, tact and diplomacy; ability to develop and maintain effective working relationships with associates, employees, representatives of other organizations, regulatory agencies and the general public.
- Strong work habits that include setting priorities and planning strategies, setting a positive example for other DBHA staff.
REQUIRED EDUCATION AND EXPERIENCE :
Graduation from an accredited college or university with a degree in Public or Business Administration or Social Sciences, plus two years of administrative experience;
or equivalent combination of experience and training.
- Minimum five years supervisory experience in market rate and / or affordable housing property management of multiple programs.
- Must be certified or able to obtain certifications in Affordable Housing Management, Public or Section 8 Housing, Low Income Housing Tax Credit, Florida Property Manager License, and other industry-related management components as required.
- Any equivalent combination of experience, education, and training.
SPECIAL REQUIREMENTS :
- Must possess a valid Florida Driver's License to operate a vehicle from the DBHA pool.
- Must be insurable by the Authority's fleet insurance carrier.
- Must be bondable.

The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. Filing is required, which would require the ability to lift files, open filing cabinets and bend or stand as necessary.
POSITION TYPE, COMPENSATION HOURS :
This is a full-time regular exempt position with benefits. The salary range for this position depends on experience. Option for compressed work schedule.
SUPERVISORY RESPONSIBILITY :
This position is responsible for the direct and some indirect supervision of maintenance and clerical staff.
