What You’ll Be Doing

The Department of Homelessness and Supportive Housing (HSH) is recruiting for an 1823 Senior Administrative Analyst Real Estate Analyst to provide analysis and oversight of HSH’s diverse portfolio of housing, shelter, administrative, and service sites.

Reporting to the Real Estate and Facilities Director, the Senior Administrative Analyst assists in the planning, analysis, and oversight of complex work involving significant accountability and decision making responsibility for real estate development, negotiation, planning and ongoing lease and asset management functions for HSH funded housing, shelters, administrative, and service sites, including City owned and City leased properties.

The administrative analyst exercises sound judgment, works independently and takes initiative to implement the operational and strategic goals of HSH.

Essential duties include but are not limited to :

  • Coordinate and plan real estate projects in partnership with HSH division managers for acquisition, construction and / or rehabilitation of shelter, housing, service sites, and administrative offices.
  • Work collaboratively with the City’s Real Estate Division and City Attorney’s Office on real estate transactions and lease agreements.
  • Work closely with the Department of Public Works on site selection, due diligence, pre development, design, construction, and close out ensuring project goals are achieved on schedule and on budget.
  • Review and make recommendations on scopes of work, construction plans, specifications, contracts, and budgets for proposed projects.
  • Meet with agencies, owners, architects and contractors to outline program requirements and procedures, resolve problems, and facilitate effective collaboration.
  • Serve as the Department’s representative on construction projects, communicate expectations, and advocate / maintain the Department’s interests.

Ensure implementation of the Department’s program requirements and design standards.

  • Develop and track project budgets including revenue and expenditures projections, cash flow analyses, value engineering and cost containment strategies, grant leveraging, and resolutions for budgetary problems.
  • Monitor progress of construction and review project contracts and subcontracts for the disbursement of funds.
  • Analyze, develop, and summarize projects requesting Capital Planning Committee funding or other capital funds. Support reporting on General Obligation bond-funded capital projects for shelter and housing.
  • Oversee successful transition of construction projects to operational, facilities, and asset management teams.
  • Provide regular reporting on the status of projects and potential challenges to HSH management, program staff, and project stakeholders.
  • May include additional duties as assigned. Duties / assignments will vary per portfolio assignment.

Minimum Qualifications

1. Possession of a Bachelor's degree from an accredited college or university; AND

2. Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution :

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Desirable Qualifications

  • Experience in architecture, engineering, and / or construction management.
  • Experience project managing real estate, capital improvement, or land use projects for a government agency.
  • Experience providing technical assistance to non-profit organizations.
  • Familiarity with facilities and programs that serve vulnerable populations.
