The ODH Public Health Laboratory assists the agency, local health departments, and clinicians across Ohio in disease outbreak investigations, public health emergencies, and identification of disease causes to aid in treatment and prevention.
Our services include screening for diseases of public health interest, reference support for confirmation of low incidence infectious agents, laboratory investigation to determine epidemiological patterns, and oversight of the state’s alcohol breath testing program.
What You'll Do :
- Directs and administers a comprehensive quality assurance program for all sections of the laboratory (, newborn screening, radiation chemistry, microbiology).
- Ensures that all sections of the laboratory are following their respective quality control manuals and if deviations exist investigates why and recommends actions to the CLIA laboratory director for resolution.
- Write, review and / or update quality control and safety policies and ensures staff compliance.
- Review / approve documents written by staff related to quality control procedures and records pertinent to testing, such as procedure manuals, documented quality control, and that prescribed quality assurance indicators are being met.
- Supervises the laboratory safety officer and assures that facility safety activities (, OSHA compliance, SAP compliance, ergonomic evaluations, biohazardous waste removal) are performed annually or as needed.
- Assist CLIA laboratory director in review of all proficiency testing performed at the laboratory.
- Provide quarterly quality control reports to the bureau chief and CLIA laboratory director for review Reviews all turnaround times established by the laboratory.
- Assure that the radiation chemistry section performs quality control / proficiency testing challenges and that the results of these challenges are documented.
- Communicate with section supervisors and lab scientists to help them understand the importance of quality control practices and procedures.
- Work with staff in newborn screening to review quality control practices, equipment maintenance documentation and test results to ensure the highest quality standards.
Additional Duties :
- Assure that safety polices (, chemical hygiene plan, biosafety plan, accident investigation and resolution) are in place and reviewed annually or as needed.
- Assure the completion of risk assessments in the process of onboarding new testing assays.
- Ensure the completion of routine safety audits in all sections of the laboratory and reports findings and recommendations to the bureau chief and CLIA laboratory director.
- Assure safety training and orientation of new laboratory staff.
- Act as the Responsible Official (RO) for the laboratory with the Federal Select Agent Program (FSAP).
- Assure laboratory compliance with all FSAP criteria and regulations.
- Act as statewide consultant to private / public clinical laboratories for clinical training coordination with public health laboratory.
- Work with information technology staff from the Ohio Department of Health and private laboratories to ensure secure data sharing between laboratories.
- Act as a statewide consultant to private or public laboratories in the area of quality control and quality assurance programs.
- As assigned, serve as a member of a disaster recovery / business resumption team, incident response team, or similar public health response team which may include the conduct of operations on a 24 / 7 basis at remote locations.

Qualifications
Completion of undergraduate core program in microbiology; 18 mos. exp. as microbiologist; 6 mos. trg. or 6 mos. exp. in employee training & development.
Completion of graduate core program in microbiology; 6 mos. exp. as microbiologist; 6 mos. trg. or 6 mos. exp. in employee training & development.
6 mos. exp. as Laboratory Scientist 3, 83293. Positions responsible for supervising testing of body fluids & / or tissues must also qualify under Federal Regulations, Title 20, Chapter III, Part 405 (Conditions for Coverage of Services of Independent Laboratories).
Equivalent of Minimum Class Qualifications For Employment noted above.

Unless required by legislation, the selected candidate will begin at Pay Grade 13, Step 1 of the Exempt Pay Range Schedule ($32.
51 / hr), with an opportunity for pay increase (to $34.29 / hr) after six months of satisfactory performance, then a yearly raise thereafter.
