Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the . National Nuclear Security Administration (NNSA).

Responsibilities

The Director of Quality Services & Support / Contractor Assurance System (QCAS) reports to the Senior Director of Mission Assurance (MA).

Directorate responsibility includes leadership and operational management of Document Control, Printing and Duplicating Services, Records Management & Archival Records Storage, Scientific & Technical Information, and the Nuclear Testing Archive;

overall management of the Operations Review, Issues Management, Lessons Learned and the Quality Performance Assurance organization.

The directorate administers a comprehensive independent oversight program that applies to all MSTS operations projects, facilities, personnel, and subcontractors.

They provide services and support for the Joint Assessment Schedule, Assessments and Surveillances.

The QCAS division administers quality programs across MSTS by providing customer service and support and identifying issues that impact mission areas and essential or critical projects, while also offering solutions and support in the areas of records / document management, duplicating services and archival records storage.

In addition, QCAS administers a comprehensive and integrated Contractor Assurance System (CAS) that applies to all MSTS projects, facilities, personnel and subcontractors.

The CAS provides services and support for assessments, issues management, lessons learned and a dashboard system.

Key Responsibilities

Partner with internal peer organizations, the Nevada Field Office (NFO), NNSA’s program organization, National Weapons Laboratories, governmental and military agencies, regulators, and other stakeholders.

Performance of individual’s organization has significant impact on MSTS’ reputation.

Planning, budgeting, and operations of the directorate.

Manage risk and opportunities to drive divisional and enterprise strategy.

Execute annual expense budget planning and implementation.

Integrate with key functional organizations to plan and execute mission programs.

Coordinate multiple programs / projects or a major function with a significant responsibility for staff, material, budgets, and / or capital resources that may have an impact to mission or financial success of the Company.

Develop coordinated long-range programs, plans, and budgets in accordance with Company policy and objectives.

Coordinate functional capabilities through long-range planning to accomplish present and future mission.

Establish and lead effective and efficient objectives, policies, and procedures

Responsible for Integrated Project Team efficacy for programs and projects under his / her purview.

Drive a continuous improvement mentality and actively encourage the use of lean principles within areas of responsibility

To position MSTS to assume new business opportunities, will have leadership responsibility to implement and coordinate efforts to find efficiencies, control and reduce the cost of operations at the site.

Lead a coordinated and integrated approach to meet NNSA / NFO and NNSA strategic initiatives for the programs, projects, and activities under his / her purview.

Coordinate functional capabilities through strategic planning to accomplish present and future mission.

Actively assists in defining technologies, competencies, and skills required to develop and accomplish services.

Anticipate risks and assures risks inherent in operations are identified, controlled, or mitigated.

Serve as an official Company representative to partners, clients, industry groups, representatives of government and regulatory agencies, and the general public in the community of the establishment.

Promote and actively participate in integrated health and safety programs while encouraging employees to do the same.

Hold direct and indirect managers and individual contributors accountable to Company policies, procedures, and behaviors and core values.

Must embrace and model the Company values and expected behaviors with a commitment to operational excellence.

Qualifications

  • Master’s degree in related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience.
  • Manage 50 or more people consistently over a period of 10 years or more in a commercial capacity with a responsibility for profit and loss, desired.
  • Experience in achieving company level certifications such as ISO 9001.
  • Enterprise competency in the elements of execution in order to align reasonable controls and ensure technical requirements are achieved;

such as : financial accountability for execution; project execution; calibration execution; procurement execution.

  • Excellent verbal and written communication skills on technical and non-technical topics.
  • Ability to exercise clarity and directness in all forms of communication.
  • Innovative and have good problem-solving skills.
  • Ability to make sound decisions based upon limited information.
  • Demonstrated ability to negotiate creative and innovative solutions at the executive level from competing sets of interests and perspectives.
  • Demonstrated success as an enabling team member and partner for mission and mission facility operations.
  • Breadth of experience and ability to recognize, inspire and motivate others to perform well.
  • Ability to enhance productivity and performance through appropriate mentoring and training.
  • Ability to delegate. Ability to set expectations and to monitor delegated activities to closure.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada with small amount of travel to the NNSS.
  • Work schedule for this position will be 4 / 10’s, Monday Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
