Agency Description

The Board of Ethics is an independent body that administers and enforces the City’s ethics, campaign finance, and lobbying laws.

The Board’s mission is carried out by a dedicated team of approximately ten staff members, including attorneys and compliance professionals.

Board Staff carries out the day-to-day functions of the Board, subject to the Board’s oversight. Board Staff provides advice, training, and compliance assistance to City workers, candidates, lobbyists, businesses, and City residents.

Board Staff investigates and prosecutes violations of the City’s campaign finance and lobbying laws, financial disclosure requirements, conflict of interest rules, political activity restrictions, and other ethics rules.

Job Description

The position of Investigative Analyst is a new position in the Board of Ethics. The person selected for this position will be responsible for conducting investigations into potential violations of the City’s public integrity laws including the City’s Ethics Code as well as the City’s Campaign Finance Law and Lobbying Law.

The Investigative Analyst position requires critical thinking, attention to detail, and the ability to process complex facts and circumstances.

The Investigative Analyst will report to the Director of Compliance and Administration and will work closely with Board enforcement staff and the Executive Director to support the Board’s administration, interpretation, and enforcement of the City’s ethics, campaign finance, lobbying, and financial disclosure laws.

This is an entry level position that provides a unique opportunity for growth and development under the supervision of experienced government ethics professionals.

Essential Functions

In addition to the Position Summary, responsibilities may include, but are not limited to :

• Conducting factual research related to potential violations of the City’s Ethics, Campaign Finance, and Lobbying Laws.
• Reviewing filings submitted pursuant to the City’s campaign finance, lobbying, and financial disclosure laws and follow up with filers to complete filings or for corrections of deficiencies.
• Identify potential violations of laws within the jurisdiction of the Board by reviewing filings submitted pursuant to the City’s campaign finance, lobbying, and financial disclosure laws.
• Determining the priority / scope of investigations.
• Interviewing witnesses to obtain information, evidence and admissions or leads.
• Evaluating information to determine credibility and reliability.
• Preparing detailed draft and final reports of investigations setting forth allegations, findings, evidence and recommendations.
• Participating in meetings with clients, stakeholders, and opposing counsel.
• Appearing in court and at administrative proceedings as a government witness to present testimony and evidence.
• Fostering and maintaining a collegial, inclusive, and professional environment that values all forms of diversity.

Qualifications

• Completion of a bachelor's degree program at an accredited college or university
• Candidates should have a minimum of 2 years of relevant investigations experience.

Salary Range : $65,000 / year

The successful candidate must be a city of Philadelphia resident within six months of hire
