The Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong’s competitiveness through applied research.
ASTRI’s core R&D competence in various areas is grouped under five Technology Divisions : Communications Technologies, Artificial Intelligence and Trust Technologies, Advanced Electronic Components and Systems, IoT Sensing and AI Technologies, and Innovative Mind.
It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits, and Metaverse.
Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions.
To date, ASTRI has transferred almost 1,500 technologies to the industries and been granted more than 1,100 patents in the Mainland, the US, and other countries.
To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s) :
Job Responsibilities :
- Lead and manage the Information Technology department to support business strategies, digital transformation and improve operational efficiency with an optimized budget and timeframe.
- Manage the development, deployment, and ongoing support of IT systems supporting the needs of different business units.
- Review and manage contingency plans for all IT systems in alignment with compliance and business requirements. Source and procure services where appropriate and manage the vendor relationships.
- Lead the IT departmental projects in Hong Kong and Mainland China to ensure they are delivered within the agreed budget and timeframe.
- Identify, assess, monitor, and mitigate risks relating to IT security, network, software asset management, etc.
- Ensure the company is in compliance with regulatory requirements in cybersecurity, data protection and related regulations in Hong Kong and Mainland China.
- Review governance framework and policies to ensure services are delivered in high quality and compliance with established standards and policies.
- Mentor staff in the Information Technology department. Drive efficient and effective resource planning and allocation.
- Develop and review IT-related policies and guidelines for operational excellence and perform regular reviews of control and risk level.
- Work with Senior Management and Facilities team to provide accurate and integrated support flexibly.
- Travel to Mainland offices is required.
Job Requirements :
- A recognized degree in Information Technology, Computer Science or a related discipline.
- At least 12 years’ experience in leading the IT function of a sizable team in a reputable organisation.
- Substantial experience in IT strategy, governance, and management. Proven knowledge of project management and cybersecurity.
- Proven experience in cross-border team and vendor management between Hong Kong and Mainland China highly preferred.
- Experience in IT system deployment.
- Strong in IT operation support.
- Professional qualifications in project management such as PMP or PRINCE2 and in cybersecurity such as CISSP or CISM are preferred.
- Ability to communicate and present solutions to the CXOs and work with other Departmental Executives effectively.
- Excellent communication and presentation skills. Able to work under pressure with accountability.
- Proficiency in both written and spoken English and Chinese (Cantonese and Putonghua).

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF.
The incumbent will normally work a five-day week.
