With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health.

Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19.

This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH.

This is a grant-funded position ending in November 2027.

DOHMH’s Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH’s and NYC’s ability to prevent, prepare for, respond to, and recover from health emergencies.

OEPR coordinates agency-wide emergency preparedness planning, exercises and training, evaluation, information sharing, operations and logistics, and coordination with healthcare partners, community stakeholders, City, State, and federal partners.

OEPR’s work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster.

With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work.

OEPR’s employees are expected to align their work with OEPR’s efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.

The OEPR Bureau of Grants Management and Administration (GMA) is responsible for fiscal and administrative functions for the Division with a focus on workforce equity, strategic financial planning and securing federal preparedness and response funding for the agency.

Job description :

DOHMH has an opening for a Grant Contract Manager. Reporting to the Director of Grants Management, the Grant Contract Manager will be responsible for facilitating the management of federal funds designated for public health workforce, infrastructure, and data modernization.

This includes providing programmatic, grants, and administrative support for DOHMH programs, including initiating, implementing, monitoring and reporting on grant-funded projects in collaboration with funded programs.

Duties :

  • Provide guidance on implementation of funded projects that support public health infrastructure, workforce, and data modernization, including ensuring project timelines / deliverables are clearly outlined and align with grant objectives and requirements.
  • Lead review and enhancement of contract-related documents (i.e. requests for proposals, contract scopes of work) related to grant-funded activities, services, and planning in conjunction with subject matter experts / program leads throughout DOHMH.
  • Ensure programs’ procurement (purchases & contracts) is in line with grant scope and allowable activities, as well as CDC-approved budget.
  • Collaborate with fiscal agent’s procurement team to manage competitive bid processes, including reviewing documents, developing timelines, and sharing information between fiscal agent and funded programs to support every step of bid process
  • Provide ongoing programmatic and administrative support to funded programs to elicit updates, provide guidance, set expectations as well as identify issues and next steps.
  • Ensure grant progress reports and other deliverables clearly and accurately describe DOHMH’s progress in achieving goals and objectives of funding.
  • Document grant-related procurement and contracting processes, as well as identify timelines and make recommendations for improved effectiveness of initiating and implementing projects.
  • Participate in Incident Command System (ICS) during public health emergency responses.
  • Perform other duties as assigned.

Qualifications :

  • A Master’s Degree in Public Health, Health Administration, Public Administration, Business Administration or related field, OR a Bachelor’s Degree with at least three years’ experience in high-level coordination or leadership of health or medical programs.
  • Expertise and proven success in grant development and reporting, as well as familiarity with contracting and financial concepts
  • The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and timelines.
  • Previous experience working in fields related to public health or health care.
  • Relevant experience with government agencies or knowledge of New York City and federal fiscal policies is desirable, but not required.
  • Capacity and willingness to learn Salesforce and other grant management systems.

  • Experience with data collection, analysis, and interpretation.

  • Experience working with and coordinating projects involving multiple stakeholders.
  • Ability to prioritize and work in fast-paced environment with hard deadlines.
  • Fluency in Microsoft Word, Excel, Outlook and PowerPoint.

Additional Information :

  • This is a temporary grant-funded position ending November 30, 2027.
  • This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
