Pay Range

$159,330 - $204,636 Annually for the SES.3 level

$191,220 - $245,544 Annually for the SES.4 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for an Electrical Safety Officer . You will serve as the primary contact on electrical safety and administer the LLNL Electrical Safety Program.

This position is in the National Security Engineering Division (NSED) within the Engineering Principal Associate Directorate and will be matrixed to the Environmental Safety and Health (ES&H).

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide institutional level subject matter expert (SME) in electrical safety, serving as a chairperson of Electrical Safety Committee, and administering the LLNL Electrical Safety Program including policies, training, and qualification, in collaboration with the Electrical Safety Board.
  • Act as a resource to LLNL employees, managers, and Industrial Safety Professionals for electrical safety-related concerns.
  • Conduct incident investigations, determine root cause, and develop corrective actions. Perform or assign workplace-condition inspections to look for electrical hazards in office, industrial, and / or laboratory spaces.

Assist with analysis, recommendations, and consultation as needed to perform the duties of Electrical Safety Officer.

  • Lead or participate in reviews, annual self-assessments of Energized Electrical Work Permits (EEWP), Lockout / Tagout (LOTO) procedures, and Electrical Engineering Safety Notes (EESN).
  • Contribute to emerging codes, standards, and specifications for the safe design, construction, testing / troubleshooting, and operation of electrical equipment.
  • Provide advanced support to engineers / scientists in solving complex technical problems to various projects making frequent decisions using independent discretion and judgment to define project approaches and create and implement original solutions.
  • Perform other duties as assigned.

Additional job responsibilities, at the SES.4 level

  • Participate in the development and application of expert level electronic theories, methods and techniques to investigate and solve highly complex technical administrative, maintenance, and repair problems.
  • Exercise significant authority to ensure administrative, technical, and ES&H compliance for LLNL’s Electronics Qualified Worker Program.
  • Provide subject matter expertise and exercise independent judgement and latitude in matters of electrical safety which have a very high consequence of error on the surrounding public and financial impact on the laboratory.

Qualifications

  • Ability to secure and maintain a U.S. Department of Energy (DOE) Q level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in electrical engineering or related field, or the equivalent combination of education and relevant previous experience.
  • Advanced electrical engineering knowledge and experience in electrical safety, including LOTO.
  • Experience with electrical engineering / technology in a wide range of applications such as analog, digital, Radio frequency, pulse power, 1 / O controls, and related electronic instrumentation methods such as advanced controls systems.
  • Experience with self-assessments, the Worker Safety and Health Functional Area electrical / electronics and ES&H, SMEs (internal and external), as well as findings and analyses of electrical deficiencies and management of corrective actions.
  • Significant experience with personal computer systems, databases and corresponding software, including Microsoft Office (e.

g., Excel, Word, PowerPoint, and Outlook).

  • Demonstrated effective analytical, problem solving, conflict resolution, and decision-making skills necessary to independently negotiate, recommend, and approve appropriate actions and implement solutions to complex issues.
  • Advanced experience working independently and in a team environment with a broad cross-section of people and organizations, managing complex projects, and meeting schedules.
  • Advanced written and verbal skills necessary to author and communicate technical reports, publications, and presentations and provide advice to management.

Additional qualifications at the SES.4 level

  • Extensive experience with electronics training with the ability to mentor others in electronics engineering / technology or electrical power distribution technology.
  • Experience in recognizing situations that require engagement of specialized internal or external SMEs to provide a credible interface with program personnel, to interface with DOE oversight and / or national Lab representatives, as well as members of the external safety professional community.
  • Extensive leadership skills, knowledge, and ability. Recognized as a technical expert and known for performance within the electrical power distribution systems or electronics engineering / technology work units.
  • Expert communication and feedback skills in multiple areas to include facilitation and collaboration with qualified electrical workers, electrical safety SMEs, electrical Authorities Having Jurisdiction (AHJs) who are designated to interpret Electrical Safety Codes (ESC) and regulations, the ESC, facility electrical designers, electrical operations and maintenance staff, construction managers and inspectors, Responsible Individuals (RIs), ES&H Team specialists, electronics engineers, and line managers.
  • Expertise in performing electrical safety training.
  • Expert level experience using innovation and creativity to solve highly complex problems with ill-defined requirements and constraints.

Qualifications We Desire

  • Master’s degree in electrical engineering or related field or the equivalent combination of education and relevant experience.
  • Significant experience in the design, fabrication, assembly, and operation of high energy Research and Development (R&D) equipment and systems including energy storage capacitors, high voltage and high current DC power supplies, superconducting magnets, x-ray sources, lasers, and related laboratory analytical equipment.
  • Demonstrated ability to engage in technically complex and sensitive interactions such as safety reviews and audits, incident investigations and root cause analysis and reporting.
  • Experience with grounding and shielding techniques and electromagnetic comparability practices.
  • Capability of representing LLNL at electrical safety and standards related conferences such as EFCOG and IEEE including participating in workshops and giving safety related presentations.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.
