Zoning Administrative Specialist
Department of Tribal Administration
Hourly Wage : $21.11 / Regular / Full-Time
Is responsible to coordinate and provide assistance to application seeking land use permits. Types of permits cover residential, commercial, special projects, business use, and planned development applications.
Networks with other programs to research cases, assembles maps, plats, charts, development plans, and site selection criteria.
Occasionally conducts field reviews. Collects and assembles land use documents to present at Board of Adjustment hearings.
The Program Specialist is to maintain inventory of maintenance on all office equipment. Prepares and processes requisitions and purchase orders for office supplies and equipment.
Prepares and coordinates travel arrangements and authorizations. Establishes and maintains a zoning records management system.
May initiate independent decisions based upon research and enforcement of applicable codes when processing permit applications.
Regularly reviews daily business operations and activities with supervisor.
Examples of Work Performed :
Provides assistance and direction to clients to complete zoning permit application form, as requested, assists to prepare sketch and site plan.
Assist Zoning Administrator to secure all field information such as : maps, sketches, narrative description of directions, distances, landmarks, and the nearest physical address.
Receives requests and / or complaints from the public concerning the permit process. Responses are provided based upon findings or instructions received from supervisor.
Incoming correspondence is reviewed with the Zoning Administrator and responses are prepared at his / her discretion.
Delegated tasks and projects are routinely reviewed with supervisor as to progress or completion.
As directed or in the absence of the Zoning Administrator, attends various meetings relative to zoning matters and reviews minutes with supervisor.
Reviews pending files and follows up unfinished business with applicants.
Documents and reviews specific land use with supervisor which may create conflicting uses or have a detrimental impact on applicant and adjacent landowners.
Complaints, violations, and non-compliant activities are documented and reported to the Zoning Administrator for follow up.
Copies are provided to the violator.
Provides verbal and written information to land users regarding enforcement standards.
Coordinates collection of information and completion of tasks with other agencies that include the Bureau of Indian Affairs Branches, Trust Real Estate Services, Enrollment, Wapato Irrigation Project, and Indian Health Services.
County, City, and other agencies as needed.
Coordinates permit process with Natural Resources Programs such as Fisheries, Wildlife, Water Resources and Forestry to ensure continued environmental protection of tribal resources.
Coordinates permit process with other Zoning authorities (city, country, etc.) as required.
Gathers, assembles, and prepares documents to be presented at hearings with the Board of Adjustment, Tribal Council, General Council, and Program Managers regarding permits.
Provides assistance and direction to clients and contractors to complete building permit / zoning checklist for residential use or non-residential use on deeded or trust land.
Assists Zoning Administrator / Building inspector to secure all floor plans, blueprints, constructional plans, and specs.
Assists applicant / property owner acting as own contractor.
Assists Zoning Administrator / Building Inspector to secure all finance information bill of sale or purchase agreement / bid, proposal / estimate.
Assists Zoning Administrator / Building Inspector to secure all contractors and sub-contractors information. Demolition / removal, movers, site prep, installation, and all scope of work.
Coordinates collection of information completions of tasks for electrical, well, septic and drain field installation, community system (water & sewer ) connection and asbestos reports with other agencies and programs that includes Yakima County L & I , Yakama Nation Facility, Yakama Nation Environmental, Yakama Nation Water Code, (Portland Indian Health Services -Individual Site Sanitation Facilities) -Yakama Nation Field office, Yakama Nation Tribal Maintenance, Wapato City, Toppenish City, and Harrah WA.
Assist Zoning Administrator / Building Inspector to secure all site information such as detailed site plan
information to include all structures (existing and proposed), labeled with their use (i.e., house, garage,
shop, well house). Label roads used to access. Show all easements such as utility or irrigation, and driveway location. Septic system (septic tank and drain field locations).
Well or water source. Large physical features such as canals, stream, and steep slopes. Include any river, streams, creek, ponds, floodplain, floodway, etc.
Distance from structure to the ordinary high-water mark of the river, stream, and creek. Label structure use & size both existing and proposed construction).
Assist Zoning Administrator to secure all land information such as Flood Hazard Determination as required when the parcel / allotment is within a FEMA designated floodplain or floodway.
Assist Zoning Administrator to secure all water system information such as design system and site plan.
Assist Zoning Administrator to secure all existing structure information for removal / demolition such as asbestos inspection reports.
Assist Zoning Administrator to secure all inspection reports and pictures of new structure and installation for review.
Prepare Certificate of Occupancy and meet with the Zoning Administrator for review and signature.
Prepares original permit form, approval letter, and conditions then meet with Zoning Administrator for review and signature.
Prepare Permit folder to Land Committee Chair for permit signature for final permit approval and review.
Assist Zoning Administrator with the Zoning budget such as budget mods and inputting zoning budget per fiscal year and justification on the Microsoft D-365 accounting system.
Knowledge, Skills and Abilities :
Knowledge of Yakama Nation Zoning Regulations.
Knowledge of general office principles, practices, and techniques.
Knowledge of the tribal government structure and operational procedures relative to land use and jurisdictional responsibility.
Knowledge of bookkeeping principles, practices, and terminology.
Ability to use the tribe's Microsoft D-365 accounting system.
Ability to work with the public in a professional, courteous, and tactful manner.
Ability to establish and maintain effective working relationship with employees and the public.
Ability to communicate well both orally and in writing.
Ability to operate office equipment such as a copier, fax, calculator, etc.
Ability to effectively use a computer and various software.
Ability to establish and maintain cuff accounts, process requisitions & purchase orders, travel documents, spreadsheets, and budget reports.
Ability to work independently, use initiative to complete tasks timely and make sensible decisions.
Ability to read maps, plats, and Title Status Reports.
Ability to comprehend codes, ordinances, plans and specifications for construction and land development activities.
Ability to comprehend provisions of permits and leases.
General familiarity with principles of land appraisals.
Minimum Requirements :
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
Required to pass a pre-employment drug test.
Preferred Requirements :
AA degree in business administration OR certificate in an Advance Secretarial Program equivalent to one year of college and two years work experience in a field related to zoning practices.
OR , five years progressive work experience in Zoning, Land Use Planning, and Realty, Construction Management or field related to zoning practices.
OR may substitute on a month for month basis successful completion of college courses or training in land use code and two years work experience in Land Use Planning, Realty, etc.
