Summary :
The Planner is responsible for ensuring continuous and cost-effective supply of materials, services, and equipment to meet the needs of manufacturing operations.
They ensure the timely processing of orders and the maintenance of inventory through schedule planning, product requirements, sourcing, and procurement.
Responsibilities / Skills :
- Serves as liaison between Inter-Coastal Electronics and suppliers in support of COTS, contract manufacturing and build-to-print parts.
- Coordinate purchasing activities with manufacturing, planning and engineering departments to as required to meet the production schedule.
- Perform requirements analysis on components prior to acting on MRP.
- Solicits proposals, negotiates price and terms, and issues purchase orders, in accordance with company policies and procedures.
- Determines and documents purchasing specifications and performance requirements on purchase orders.
- Maintain organization of supplier lead times, MOQ, volume price breaks, and promised delivery dates.
- Analyzes manufacturing requirements, engineering design, and / or technical data when necessary.
- Creates and maintains mutually beneficial long-term partnerships with suppliers to foster supply continuity, process understanding, continuous improvement, and transparency.
- Assist in timely disposition and corrective actions for non-conforming purchased materials with quality team members and vendors.
- Resolves invoicing issues with accounting and suppliers.
- Identifies, investigates, and recommends potential and existing suppliers.
- Help identify internal and external risks in our supply chain, conduct research and offer solutions.
- Lead special projects as assigned.
- Assists in creating and implementing department procedures.
- Helps with Obsolescence Report.
- Performs end of year Supplier Evaluations per AS9100.
- Performs other duties as needed for the purpose of ensuring the efficient and effective functioning of the Materials Department.

- Frequent use and general knowledge of industry practices, techniques and standards.
- Develops solutions to a variety of problems of moderate scope and complexity, and refers to policies and practice for guidance.

- Work is reviewed for soundness of judgment and overall adequacy and accuracy.
Requirements :
Knowledge / Requirements :
- Bachelor's degree required, or equivalent combination of education and experience.
- 5+ years of purchasing experience, or continued education toward degree and at least 8 years of purchasing experience.
- Government contractor experience preferred.
- Manufacturing or engineering industry purchasing experience required.
