Purpose

The Court Business Manager provides oversight of the day-to-dayoperations of the Municipal Court, including accounting, payroll and budget.

Essential Functions

General Administration (Accounting and Payroll)

  • Manage the Court’s Accounting Section staff to ensure prompt service is provided in person and by telephone.
  • Ensure the safe and accurate handling and processing of funds received from the public, both physically and electronically.
  • Review all accounting activities, entries, and work products for accuracy via system reports, teller logs, payment reports and trust registers.
  • Coordinate with the Court Information Technology (IT) Section to ensure that case management technologies support accounting processes effectively and efficiently.
  • Work collaboratively with Court IT to maintain current and implement new accounting equipment and software.
  • Manage bi-weekly payroll processing and work with payroll staff to ensure timely and accurate payroll submissions.
  • Prepare court payables for processing, update and maintain codes for system entry and review the information for accuracy.
  • Create and manage contracts, requisitions, and other accounting functions for the Court.
  • Maintain physical and electronic files pertaining to court accounting activities, including execution of record retention based on citywide and court rules.
  • Review and maintain the Court’s Traffic Violation and Registration Program (TVRP) accounts with the Wisconsin Department of Transportation.
  • Track interest and filing fees associated with property lien cases and submit monthly reports and fund transfer to the City Attorney’s Office.
  • Execute monthly reporting and payment of court obligations to City, County and State agencies.
  • Prepare and process travel expenses for court staff and judges.
  • Oversee the accounting groups processing / execution of circuit court transfers.

Collections

  • Coordinate external court collections activities with contract vendors.
  • Review the daily collections transmissions of data and funds transfers for accuracy.
  • Execute the monthly account reconciliations.
  • Research and address discrepancies in the collections process.
  • Serve as the primary point of contact for collections contract vendor staff.

Budget Administration

  • Support the planning, development and administration of the department’s annual budget.
  • Provided fiscal analysis for all major court expenses and capital requests.
  • Track the budgetary spending and provide recommendations on future spending to the Chief Court Administrator.
  • Provide monthly budget reports and updates to the court leadership and management team.
  • Support the Chief Court Administrator in responding to budget inquiries from various committees and boards.
  • Coordinate with management and leadership on the fiscal needs of all sections of the Municipal Court.

Minimum Requirements

1.Bachelor’sdegree in accounting, business administration, public administration or aclosely related field from an accredited college or university.

2.Fouryears of business operations experience performing duties related to theessential functions of this position, including one year in a lead worker orsupervisory capacity.

Equivalentcombinations of education and experience may also be considered.

Desirable Qualifications

Master’s degree in accounting, business or public administration from an accredited college or university.

  • Knowledge of general accounting principles and practices.
  • Knowledge of contract and procurement processes and procedures.
  • Knowledge of business administration concepts and best practices.
  • Strong analytical, research, and project management skills.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to utilize standard computer software and programs such as word processing, spreadsheet and databases to create documents and prepare reports.
  • Ability to utilize PeopleSoft’s Financial Management Information System (FMIS).
  • Ability to manage accounting records, finances and books.
  • Ability to read, interpret, and apply complex rules and regulations.
  • Ability to conduct thorough, impartial, detailed financial audits to ensure absolute accounting standards compliance.

  • Verbal communication skills to express oneself clearly in interactions with others and positively represent the department in multiple forums, including one-on-one and in presentations.
  • Written communication skills; ability to produce clear and concise reports, data analysis, letters, and memos.
  • Ability to work effectively in a diverse, collaborative, team-oriented environment.
  • Ability to work effectively with all levels of employees, management, consultants, elected officials, and the public.
  • Ability to work cooperatively, effectively, and fairly with coworkers and residents whose backgrounds may differ from one’s own.

Current Salary

The current salary range (Pay Range 1HX)is $82,677-$105,223 annually,and the current resident incentive salary range for City of Milwaukee residentis $85,158-$108,380 annually.

Appointmentwill be made in accordance with the provisions of the salary ordinance.
