This role is ideal for an early to mid-career professional. The individual will possess knowledge and experience helping project managers build and manage scopes of work required in the performance of a United States Army Corps of Engineers (USACE) Recurring Maintenance and Minor Repair (RMMR) contract.
The Project Engineer reports to the Deputy Program Manager and is responsible for overall technical acceptability of all maintenance and repair performed under the contract.
Duties include developing or reviewing technical scopes of work; processing project packages in required timelines; coordinating with clients, contractors, site personnel and project teams;
supporting project schedule; participating in project team meetings.
Responsibilities :
- Support or develop technical scopes of work for repair and modification tasks for Department of Defense (DoD) fuel facilities and ancillary systems as part of the USACE RMMR program.
- Repairs will be developed in accordance with UFC 3 01 Design : Petroleum Facilities ; UFC 3 03 Maintenance of Petroleum Systems;
- American Petroleum Institute (API) Standard Advanced Tank & Construction, and applicable Unified Facilities Guide Specifications;
EM 1-1 Safety and Health Requirements Manual. Work may include evaluation of means and methods of execution.
- Review repair specifications of equipment or components being purchased or fabricated for repair and construction projects to ensure compliance with contractual requirements and material specifications.
- Provide early notification of non-compliant repair or maintenance tasks, as directed by appropriate regulations.
- Provide technical subject matter expertise or consultation for high visibility / emergent issues involving service order processes and fuel system repairs.
- Support development of cost estimates, logistics and construction schedules.
- Coordinate field execution with RMMR Project Managers, USACE Project Managers, USACE engineers, and facility level Quality Assurance Evaluators (QAE).
- Conduct project close-out, audit submittals and invoices from subcontractors; verify / utilize GSA schedules to ensure contract compliance.
Support project management team task order invoicing and accounting, as required.
- Collaborates with Task Order Safety Managers and others to develop work plans for High Risk / Complex service orders. Utilizes EM- guidance to review / approve service order scopes for accuracy.
- Maintains the computerized maintenance management system (CMMS) for all service orders.
- Provides process improvement ideas and supports development / build-out of CMMS.
- Attend project update meetings, ensuring accurate lists and statuses for each service order assigned.
- Assists in preparing proposals, presentations, reports and visiting prospective clients. Develops and maintains customer and client relationships;
becomes familiar with client’s business and expectations, to encourage and promote future / repeat business.
- Ensures development of a quality project by regularly reviewing work products for presentation quality, adherence to client scope, and company quality standards.
- Updates and maintains body of knowledge related to training and job responsibilities.
- Other duties as assigned by management team.
Experience :
- Required minimum of three years engineering experience on petroleum fuel systems. Experience working on / with USACE projects is preferred.
- Contract administration or support experience (i.e. quality oversight, financial accountability, technical review) is preferred.
Education :
- Bachelor’s degree (B.S.) from an accredited four-year college or university in an engineering discipline, preferably mechanical.
- EIT certification or PE license is preferred.
Skills :
- Proficient in MS Office suite of tools, including Word, Excel, Database, PowerPoint, and Project.
- Ability to use / learn QuickBase, eMaint, MaintainX, Timberland and / or other software programs that manage information and schedules.
Abilities :
- Must possess ability to read and interpret government contract language specified in Performance Work Statements (PWS), on firm-fixed price contracts.
- Can work independently and is self-motivated; works well towards timelines and goals.

Physical Demands :
This position requires the individual to use the computer working at a desk in either an office or cubicle; must be able to talk and hear, reach with hands and arms, lift 25 pounds, sit, stand, and walk, must have close and color vision, use depth and peripheral vision, be able to adjust focus.
Work Environment :

If required, field visits at construction and client sites may require employee to be exposed to outdoor weather conditions, electrical and fueling facility environments.

Travel Requirements :
- Occasional attendance at meetings and other on-site events at designated locations requires the ability to provide reliable transportation and maintain a current, valid driver’s license and proof of insurance.
- Position may require occasional travel to domestic locations.
- Access to federal installations or other secure facilities may require security badges and employee must be able to obtain basic clearances.
