SUMMARY : The SUDS Counselor works as a member of a multi-disciplinary team that provides mental health and addictions outpatient treatment services to African American individuals.

Imani offers a range of outreach-based, integrated, culturally specific services including mental health, substance use, and case management.

The team works to address all treatment needs, including preventative services, crisis management, substance use treatment, medication management, physical health treatment, mental health treatment, accessing benefits and entitlements, and accessing appropriate and affordable housing.

All these services will promote and support emotional well-being, mental health, and healthy identity, in order to engage, maintain, and successfully transition individuals in the African American community into sustained recovery and self-sufficiency.

This position has access to mental health billing and service records.

Hours : Monday - Friday 8 : 30am - 5 : 00pm

RESPONSIBILITIES :

  • Participate in culturally specific outreach activities necessary to offer services and engage participation in a non-coercive manner.
  • Conduct and document Assessments including ASAM diagnosis and clinical formulation.
  • Develop relationships with organizations, community leaders, and advocacy groups serving the African American Community.
  • Provide services to both Imani and Karibu program clients.
  • Connect participants with culturally specific community services and supports.
  • Share addictions expertise by working collaboratively with the multidisciplinary treatment team, modeling integrated treatment skills, and utilizing Evidenced-based practices in work with clients in individual and group formats.
  • Assist in developing culturally appropriate strengths-based service plans with clients.
  • If necessary, refer clients to appropriate treatment programs and community resources for follow-up and / or to assure ongoing care coordination.
  • Maintain client records as required by program standards and funding requirements.
  • Participate in admission and discharge planning for any client needing hospitalization or subacute level of care.
  • Conduct educational and therapeutic groups for clients, using approved curriculum.
  • Monitor and assure that the health and safety needs of clients are met.
  • Coordinate services with all members of the client's support network.
  • Participate in regular clinical supervision, seeking additional supervision whenever necessary.
  • Attend required meetings and trainings.
  • Other Duties as assigned.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security.

Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access.

This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.

ABILITIES :

  • Knowledge and skills in counseling and assessment techniques with individuals and groups including assessing for risk of danger to self and others.
  • Knowledge and skills in mental health and substance use treatment methods, and crisis intervention.
  • Basic knowledge of, or willingness to learn, evidenced-based practices and to gain awareness of EBPs limitations with non-dominant communities.
  • Demonstrates knowledge of resources in the African American community.
  • Knowledge and understanding of or the willingness to learn the cultural, sociopolitical, and historical context of the community being served, and the impact of that context on health needs;

ability to use this knowledge to apply a culturally specific lens to all aspects of service delivery.

  • Knowledge and understanding of racism and other oppressions and their impact on individuals, families, and communities.
  • Demonstrated commitment and experience in applying anti-oppressive principles personally and professionally.
  • Ability to provide leadership including the ability to motivate and inspire people.
  • Knowledge of de-escalation methods or ability to be trained in de-escalation methods.
  • Ability to work effectively and efficiently in an environment subject to ambiguity and change.
  • Working knowledge of integrated treatment, recovery models of treatment, and trauma-informed care.
  • Ability to maintain accurate records and necessary paperwork.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Creative, innovative, and progressive problem-solver.
  • Ability to multi-task and remain calm in a fast-paced environment.
  • Ability to be a detail-oriented, flexible, dependable, positive team player.
  • Knowledge of community and social service agencies.
  • Sufficient manual dexterity and physical ability to perform assigned tasks.
  • Ability to work courteously and effectively communicate with the general public, clients, medical personnel, corrections personnel, police, and co-workers.

QUALIFICATIONS :

  • Must have a minimum of a CADC-R.
  • QMHA-R To meet the credential requirements of QMHA-R, must be registered with appropriate Oregon State licensing board to meet, at minimum, QMHA-R requirements.
  • Must meet CCC privileging requirements as required by FTCA.
  • Culturally specific experience working with African American Community.
  • Experience working with individuals involved in the criminal justice system.
  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy, and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988.

An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess, or use a controlled substance or alcohol.

  • Must pass a pre-employment drug screen, TB test, and background check. This includes clearance by the DHS Background Check Unit.
  • Physical ability to bend, stoop, kneel, squat, twist, reach, pull, and lift heavy objects.
  • Must be able to climb stairs several times a day.
  • Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
  • Must have CPR certification prior to starting.
  • Must possess a current driver's license, pass a DMV background check, and be designated an "acceptable" driver as outlined in Central City Concern's Fleet Safety Policy.

Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training.

  • Required to be available for after-hours crisis phone and holiday coverage rotation.
  • Must adhere to agency's non-discrimination policies.
  • Ability to effectively interact with co-workers and clients with diverse ethnic backgrounds, religious views, cultural backgrounds, life-styles, and sexual orientations and treat each individual with respect and dignity.
