Role description :
Arcadis seeks a Resident Engineer (RE) to join the team in Los Angeles to perform a wide variety of professional engineering work in either a field or office setting.
The RE is directly responsible for the administration of the LACMTA construction contracts and reviews the work of LACMTA, State, and contractor forces in accordance with the Caltrans Construction Manual and all governing specifications.
The RE reviews the progress of the work to ensure compliance with the contract documents. This will include progressive monitoring of materials and methods used as well as inspection of the finished products before acceptance.
The RE assures appropriate measurement, payments are made as necessary, and all project documentation is completed in accordance with departmental policies and procedures.
Additionally, the RE is responsible to proactively review the contract documents to anticipate, identify, and / or prepare any change orders needed to resolve conflicts and / or recommend improvements.
Role Accountabilities :
- Ensures the safety of LACMTA employees, State employees, and Contractors employees, as well as the traveling public by observing the contractors operations and traffic conditions, making recommendations, and taking corrective action when necessary.
- Review contractor operations for compliance with CAL OSHA regulations.
- Provides direction to staff to ensure complete, accurate, and timely contract records, pertaining to construction progress, job expenditures, budget programs, and work order balances, are maintained in accordance with the State and Federal regulations and laws
- Confers with contractors regarding compliance with plans and quality of work and construction activity
- Performs field inspections of contractors work to determine compliance with plans, specifications, special provisions, utility agreements, etc.
- Prepares reports, as well as reviews and incorporates the daily inspection reports from Field Inspectors, in documenting the Contractors activities
- Maintains accurate and complete project records and ensures compliance with departmental policies and procedures
- Monitors project schedule and budget. Report as required to LACMTA Executive leadership.
- Prepares contract change orders for making alterations, deviations, additions to, or deletions from the plans and specifications to ensure proper completion or construction of the contract.
- Assists LACMTA in the resolution and response to contractor disputes promptly as provided by the contract.
- Ensure conformance with all LACMTA and Caltrans contract documents.
Required Qualifications :
- Approximately ten years of experience in Construction Management of Heavy Civil Engineering projects.
- Approximately three years of supervisory experience in the management of management of major construction contracts of similar size and scope.
- Bachelors degree in Engineering.
- Registration as a Professional Engineer.
Key Skills and Abilities :
- Experience as a Resident Engineer, Construction Manager, or Project Manager on a State Highway System project of at least $30 million.
- Prior experience with construction / operations on a State Highway
- Valid California Class C drivers license
Preferred Qualifications :
- Caltrans experience.
- Contractor experience (Project Manager, Superintendent, Engineer).
