Job Duties : The Regional Lead manages the delivery of mentoring and evaluation services in assigned geographic regions and serve as part of the Leadership Team.

Responsibilities include supporting and supervising mentor / evaluators in their assigned geographical region (both partner and paid ECU - EESO staff), assist Lead Coordinator in assigning classroom teachers in their region to mentors and / or evaluators, participate in leadership meetings with Lead Coordinator and holding regional meetings to disseminate information and provide training, taking a lead in the development and delivery of training, and serving a caseload of teachers with mentoring and evaluation services and, therefore, meeting all required duties of the ECU - EESO Mentor-Evaluator.

This position will report directly to the Project Lead Coordinator in the ECU EESO program office. Leadership (70%) Coordinates information to / from the EES Office at ECU , State EES Unit, and assigned Region.

Maintains ongoing communication with all team members using email, phone, text and Microsoft Teams). Regional Lead collaborates with all members of the leadership team to carry out all annual activities of the EES Office Strategic Growth plan.

Regional Lead provides intentionally planned support of mentor / evaluators through co-observation, coaching calls, demonstration and / or technical assistance to provide effective mentoring or evaluation of teachers (both field-based and via technology).

Regional Lead offers support, guidance and facilitation of research based, effective coaching practices. Provides support and training for newly hired mentors, evaluators, and site administrators.

Facilitates communication and provides support for buddy program. Regional Lead uses culturally relevant and sensitive strategies to facilitate effective conversations and build relationships with all members of the regional team.

Helps build relationships across regions. Regional Lead guides mentor / evaluators through all required annual components of the annual staff evaluation process and provides verbal and written feedback on their professional goals and the annual evaluation form.

Assists regional team members in achieving professional goals. Regional Lead supports partners / agency administrators in their collaborative roles with the EES Office.

This includes contract administrators, mentor / evaluator partners, demo site classrooms and site administrators. Assists in reviewing and recommends the updating of materials and documents developed by the EES Office leadership (Guidance & Protocol, forms for teachers / Mentors / Evaluators and training materials).

Provides recommendations to the Lead Project Coordinator for responding to specific types of mentoring / coaching / evaluation needs and assists in preparation of written strategies, protocols, and procedures.

  • Provides input for staff engaged in performance improvement activities. Supports evaluators on achieving interrater reliability through collaboration with Lead Project Coordinator and the Quality Assurance Lead;
  • may offer field-based support as needed. Participates and assists in planning for regional and full staff EES Office meetings;

these meetings may be statewide and held in conjunction with the UNC Charlotte EES Office. Facilitates regularly scheduled work groups across regions to support EES initiatives in alignment with the EES Office mission statement and strategic plan.

Develops and plans for the implementation of research-based, evidence-based Professional Learning Communities ( PLC ) and assists Mentors / Evaluators in assigned Region with the development and implementation of PLCs.

Assists in updating materials for mandated Professional Development (e.g., PD Series : EES Orientation, NC Educator Effectiveness System, Mentor Training, SMART Goals, Licensure) and participates in delivery of professional development.

Informs regional team members about Professional Development opportunities and establishes connections with other professional development providers throughout eastern NC.

Assists in planning for Professional Development needed by regional team members not otherwise provided in the Region in collaboration with Early Childhood Education partner agencies (e.

g. Smart Start, CCR &R, LEA / NC Pre-K Contractor, Head Start, NCaeyc sub-chapter). Regional Lead maintains contact logs documenting weekly activities and submits as requested by Lead Project Coordinator.

Provides weekly updates on NCEES / Home Base issues, teacher addition / changes / separations to EES Unit. Regional Lead (as needed / requested) submits required data to EES Office at ECU and the EES Unit for spreadsheets, conversions, licensure issues, etc.

may be assigned a role in maintaining and updating the spreadsheet as teachers are enrolled throughout the year. Assists the project lead in providing NCEES / Home Base support to both teachers and staff.

Regional Lead responds to all communication (emails, texts, phone calls) from all team members and community partners in a timely manner.

Ensure that Microsoft Teams is utilized by region and should be checked at least twice daily, M-F, for communication updates.

Regional Lead engages in frequent travel to carry out assigned job duties. Overnight travel is required several times throughout the year.

Regional Lead models the tenets of the Code of Ethics for NC Educators and the Standards of Professional Conduct. Perform other duties as deemed necessary.

Mentor / Evaluation Services (20%) Serves a reduced caseload of teachers as mentor / evaluator (maximum of six teachers depending on need).

  • In the Evaluator role, the Regional Lead conducts formative assessments following prescribed EES guidelines and procedures, in accordance with NC State Board of Education licensure policy;
  • Utilizes NC Ed Cloud / NCEES for recording observations and PDP activities within the designated time frame for each teacher evaluated;
  • Collaborates with the team (teacher, mentor, site administrator) and Early Childhood Education partner agencies to maximize professional growth of assigned teachers;

Conducts summative evaluations in accordance with NC State Board of Education licensure policy (observation, analysis, and post conference).

Professional Development (10%) Regional Lead develops and implements a plan for personal and professional growth in alignment with the mission statement and strategic plan of the Early Educator Support Office.

Regional Lead attends and fully participates in required professional development (both locally and sponsored at the state level).

Regional Lead participates in all required components of the Early Educator Support Interrater Reliability training and certification process.

Regional Lead follows all guidelines established in the Early Educator Support Protocol. Regional Lead attends scheduled planning and coaching meetings with the Lead Coordinator and / or other EES colleagues Regional Lead engages in personal research (reading, webinars, membership in professional organizations) to engage in professional growth and develop new and innovative strategies to support learning.

Regional Lead utilizes technology skills and resources to provide services and technical support to regional teams and teachers / site administrators / collaborative partners.

Minimum Education / Experience : Master's degree in education with a concentration in early childhood education, child development, human development / family studies, special education (early intervention / preschool).

A minimum of 3 years of progressive experience as an early childhood leader at local, regional or state-level, including experience as a mentor, evaluator and / or trainer for the Early Educator Support Office ( EESO ).

This grant, Coaching, Mentoring, Performance Evaluation and Professional Development for North Carolina BK Licensed Teachers Employed in Nonpublic School Classrooms, at ECU ( ECU - EESO ) is being awarded because ECU is a leader in teacher preparation in the state and will offer ECU an opportunity to build on its strong teacher education presence by serving the lead teachers in the state-funded PreK classrooms for at risk 4-year-olds that are located in sites other than public schools.

These sites include Head Start, Developmental Day, and childcare centers. Teachers in these classrooms must receive mentoring and evaluation services, as required by the state-mandated Teacher Support Program and Beginning Teacher Support Program.
