In the progressive environment of the University of California, San Francisco's Department of Psychiatry & Behavioral Sciences, a pivotal position is integral to the development and enhancement of the Behavioral Health (BH) Consult Program, part of California's Child Youth Behavioral Health Initiative.

This role is central to the program's ambition of advancing health equity by improving access to evidence-based, culturally responsive behavioral health care for children and youth aged 0-25 across California.

The position encompasses a broad spectrum of responsibilities, including the research, design, and development of platform specifications, and the writing, modifying, testing, debugging, troubleshooting, and maintainence of the platform's code and application design.

The individual will engage in complex data analysis, ensuring the platform's alignment with the program's goals, and will be responsible for the testing and debugging of complex platform features, necessitating acute attention to detail and robust problem-solving abilities.

The role extends beyond technical development, encompassing the creation and implementation of conversion and system plans, and the training of users in the effective use and implementation of platform features.

This aspect requires both technical proficiency and strong communication skills to effectively engage with a diverse range of stakeholders.

The incumbent will be involved in complex data modeling to enhance platform efficiency and performance, and will conduct integration testing to maintain the integrity and quality of the platform's services.

Additionally, the role includes the development of interfaces for internal and external constituents, emphasizing the need for versatile and adaptable technological solutions.

Collaborating with external vendors to procure services and products, negotiating terms, and maintaining relationships are also key responsibilities.

Moreover, the role requires the application of industry practices, community standards, and departmental policies in work assignments, staying current with developments in telehealth tools and ensuring adherence to quality standards.

The position also involves a significant amount of strategic planning and collaboration. The incumbent will be responsible for collecting, analyzing, preparing, and summarizing recommendations for the approval of platform and programming documentation, a crucial process in aligning the platform's technical aspects with the broader goals of the BH Consult Program.

This includes recommending and implementing changes in development, maintenance, and system standards, showcasing adaptability and forward-thinking in a rapidly evolving healthcare landscape.

Furthermore, the role demands the negotiation of comprehensive and effective platform specifications with stakeholders, requiring excellent communication skills and the ability to integrate diverse perspectives.

The production of timely and accurate project reports is also a critical aspect of the role, essential for tracking progress, identifying improvement areas, and effectively communicating achievements and challenges.

The ideal candidate will possess demonstrable experience working with Salesforce platform, including proficiency in its core functionalities and customization capabilities.

A Salesforce Administrator or relevant Salesforce certification is highly desirable, as it reflects a strong foundation in managing and optimizing Salesforce environments.

The candidate should be capable of configuring Salesforce to align with the program's needs, managing user access and security, and leveraging Salesforce tools to streamline workflows, enhance data accuracy, and drive overall operational efficiency.

In essence, this position is not just about technical expertise in digital platform development, but also about contributing significantly to the provision of essential behavioral health services to California's youth.

It requires a unique blend of technical knowledge, strategic planning, and collaborative abilities, all aimed at enhancing the scope and quality of behavioral health care delivery.

The role involves interaction with senior-level internal personnel, necessitating strong communication skills and effective collaboration within a diverse professional environment.

As a possible technical lead for software development projects, the incumbent will guide teams through complex stages while ensuring adherence to technical and quality standards.

Overall, the position is pivotal in shaping the platform's impact, requiring a balance of technical acumen, strategic planning, and a deep commitment to advancing behavioral health care.

Department Description

One of the largest departments within the School of Medicine, the Department of Psychiatry and Behavioral Sciences, has a broad mission encompassing research-basic, translational, and clinical-teaching, patient care, and public service.

Spanning across all major UCSF sites, including Parnassus, Mission Bay, ZSFG, VAMC, and the Dogpatch campus, the Department boasts an organizational structure that is expansive yet complex.

Its uniqueness stems from housing the only state-originated and funded institute at UCSF-Langley Porter Psychiatric Institute-which operates a separately licensed hospital, the Langley Porter Psychiatric Hospital (LPPH).

The Department, with its annual operating budget exceeding $130 million and staffing around 800, includes approximately 200 paid faculty (inclusive of VAMC faculty), 25 emeritus and recall faculty, 30 MSP physicians, 110 residents, fellows, and postdoctoral scholars, 450 staff, and 225 volunteer faculty.

In the coming five years, the Department anticipates significant transformations, which includes at least doubling its clinical services.

This strategic shift includes relocating its headquarters and the ambulatory clinics of the LPPH to a new building and aligning operational processes to integrate with UCSF Health systems, allowing the Department to adopt the funds flow model.

The BH Consult Program aims to advance health equity by increasing access to quality, evidence-based, culturally responsive mental and behavioral health care for all of California's children and youth 0-25.

The statewide program will be a substantial expansion of UCSF's Child & Adolescent Psychiatry Portal, a pediatric mental health access program established in 2019.

Expansion will include establishing additional partner satellite hub sites throughout California, developing partnerships with professional clinical training programs i.

e. pediatric and family medicine residency, child & adolescent psychiatry fellowship, nurse practitioner, social work, public health and other related training programs.

Part of the program's near-term expansion includes development of a novel tech-enabled consultation platform and also expansion to satellite hub sites across the state.
