What You'll Do in This Position

The primary function of this position is to provide oversight and expert guidance for all hazardous material Packaging and Transportation activities being conducted at SRS.

The scope includes onsite transport and offsite (in commerce) shipments. This position provides direct support to all SRS operating facilities through the resolution of complex, technical, organizational, and strategic issues in the field of Packaging and Transportation.

This position establishes and maintains technical programs necessary to support capabilities within assigned organizational and programmatic areas.

Specific programmatic responsibilities include ownership of the Transportation Safety Document (TSD) and maintaining Manual 19Q Transportation Safety.

This position is currently responsible for providing both programmatic oversight and day-to-day support for all transportation safety basis documents and direct operations / facility support.

The position oversees acquisition of packages for site use. Additionally, this position provides oversight for the organization that assists facilities and organizations in the shipment of hazardous materials.

This position is the SRS Expert for Transportation Safety, and will interface with DOE, NNSA, and other contractors within the DOE Complex.

This position includes, but is not limited to :

  • Oversight for SRS Onsite Transportation Safety Basis Documents governed by 10CFR830
  • Maintaining the SRS Transportation Safety Manual
  • Manage the Transportation Safety Question (TSQ) program including training personnel and initiating / reviewing TSQs
  • Defending the Transportation Safety Program to SRNS, DOE-SR, DOE-EM, NNSA, DNFSB, and outside auditors.
  • SME for all Transportation Safety Basis documents (e.g., Onsite Safety Assessments, Non-Routine Transfer documents).
  • Reviewing approving non-radioactive and radioactive hazmat packaging
  • Providing technical interpretations to the Transportation Safety Basis documents when requested.
  • Providing technical input to facility operations, engineering, training, procedures, and other support organizations
  • Interact with DOE-SR, DOE-HQ, NNSA, and other external organizations on transportation safety and packaging matters.
  • Reviewing / commenting on proposed Code of Federal Regulations and DOE Orders / Standards as the SRS Transportation SME.
  • Define scope of technical programs and develop effective and efficient solutions to challenges which involve unique or controversial problems.
  • Routinely use SRNS systems and meet all SRNS requirements with little supervisory guidance.
  • Assist in teaching newer professionals and guiding their efforts.

Apply technical experience in field of specialization or broad-based experience in multiple technical fields, to resolve complex problems.

Incorporate advanced technical practices and a variety of complex features such as complicated technical requirements, application of new or special materials or processes and difficult coordination or oversight requirements into problem solving and program planning.

Provide leadership in determining solutions to complex problems and be recognized as having expertise in applicable functional area(s).

Provide direction and position responsibility both inside and outside department lines on programs seeking new approaches to problems and new application of existing engineering or scientific principles.

Evaluate the results of programs and prepare reports and recommendations based on these evaluations. Identify and recommend improvements where established technology components and methodology are weak or inadequate.

Keep informed of the advancement of technology as applied through one's area of expertise. Prepare plans including schedules, budgets, and personnel requirements for solving technical tasks identified by management.

Develop schedules, monitor progress, monitor expenditures of budget and review quality of work performed. Communicate results and objectives verbally and in manuscript form to customers colleagues and management.

Occasionally prepare reports for external publication. Enhance expertise in field through leadership in local technical societies.

Demonstrate creative ability through medium of problem solving, engineering reports, technical papers, and articles.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications.

Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.

S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and / or unfiled taxes may impact your ability to obtain a security clearance.

Qualifications We Require

Bachelor degree in applicable science or engineering discipline

Other Qualifications

Knowledge of Hazardous Material regulations (49CFR173), Type B Packaging regulations (10CFR71), and Nuclear Safety Management (10CFR830) is required.

Ability to obtain and maintain a security clearance.
