Human Resources Manager
Dimensions Management of Northern Nevada / Northern Nevada State Veterans Home is looking for a Human Resources Manager to provide loving and quality care and service to our residents living in our assisted living community.
This position is responsible for the community Human Resources and objectives that will provide for a high performance employee and community culture.
This position will often lead recruitment and the ongoing development of a quality work force.
This position exercises discretion and independent judgment in regards to matters of significance.
KEY POSITION SPECIFIC ROLES & RESPONSIBILTIES Employee / Labor Relations Leads with the development and implementation of services, policies and programs for staff- may participate in strategy, union, and other related meetings.
Ensures community management and staff comply with established Human Resource policies as well as the employee handbook and if applicable the collective bargaining agreement(s) (this often includes training, education, and ensuring a complete orientation process).
Ensures bargaining agreement(s) (if applicable) are followed and trains management on proper processes per agreements.
Leads on employee relations partnering with corporate HR team.
Benefits Administration Communicates benefit related information to employees and vendors / hold open enrollment information seminars (with outside vendors if applicable).
Assists employees understanding / enrolling in benefits via the appropriate systems.
Sends new enrollment forms, changes and terminations to the appropriate vendor via computer system or hard copy forms.
Responds to employee / applicant related benefit questions and directs them to vendors as appropriate.
Ensures proper funding of external employee plans, programs, or other external benefits vendors.
Audits monthly benefit invoices and other benefit related documents to ensure accuracy.
Addresses employee safety, welfare, wellness and maintains health reporting.
Manages disability case management.
Communicates and works cooperatively with fiscal intermediaries, accounting staff, auditors and state agencies.
Compliance Ensures all pre-employment and continuing employment checks and processes accurately and fully completed (background check, license verification, OIG check, etc).
Maintains up-to-date legally required postings in the community.
Follows all EEOC, VETS100, OSHA, etc.
required reporting and postings per established processes.
Ensures HRIS integrity through coaching employees to maintain their own accurate and up-to-date information (ex.
contact information, direct deposit information, demographic information, etc.).
Stays current on recent federal, state and case law changes and monitors labor law updates and newsletters for changes that affect HR, implements changes as needed.
Oversees the maintenance of personnel records, hiring process / procedures, and overall adherence to employee file compliance.
Answers any questions and / or requests by Unemployment, EDD, FEHA and other governmental agencies, including employee complaints.
Represents the company at hearings.
Finalizes year-end reconciliation audits and reports.
o Finalizes all HR internal audits and approves necessary adjustments.
Recruiting Ensures open position are accurately and timely posted / updated.
Proactively targets and 'mines' for candidates via appropriate methods such as Indeed, LinkedIn, former applicants and employees.
Implements all recruiting standards and other recruitment initiatives as needed (referral programs, job fairs, advertising, community engagement, etc.).
Trains managers on proper interviewing techniques and processes.
Ensures all reference and background checks are completed according to policy and state requirements.
Ensures all employee new hire paperwork is complete, accurately filed and organized into employee files, per state / federal law and requirements.
Employee Engagement / Retention Implements strategic employee engagement standards designed to retain team members and provide for a great employee experience.
Responsible for employee relations, provides advice and counsel on personnel issues.
Administers performance management program - coaching managers, training staff, assuring performance appraisals are performed regularly and in a meaningful way.
Tracks and maintains turnover reporting, exit interviews and other data needed to adjust engagement / retention programs.
Leads the Employee Quality Improvement committee, assuring the solid team, ongoing effectiveness and productivity.
Prepares for and may lead employee orientation, training, and / or other employee information sessions.
MINIMUM JOB REQUIREMENTS Education Post-secondary education and / or a minimum of 5 years broad HR experience.
Experience Knowledge, experience, and expertise in payroll, personnel management, general business practices, and / or government compliance programs.
Experience administering and complying with Federal, State, and Local labor laws.
Experience and knowledge of Nevada State guidelines for Skilled Nursing compliance and background checks is required. Certificates, Licenses, Registrations HR Certification a plus (PHR, SPHR, SHRM-CP, SHRM-SCP, CCP, etc.).
Availability Must work schedule as required; could also be required to work occasional irregular hours (which may include nights, weekends, holidays, and long hours).
Other Compliance with infectious disease policies and procedures related to, but not limited to tuberculosis screening of health-care workers.
