We currently have an opportunity for a Proposal Manager in College Point, NY . The Proposal Manager will report to the Director of Proposal Management and be responsible for the preparation, coordination and production of Statements of Qualifications, Proposals, and related responses to RFIs, RFQs and RFPs, as well as the coordination and preparation of agency prequalification documents.
Responsibilities
The proposal preparation responsibilities include implementation of all necessary procedures and processes as well communications strategies and branding approach to deliver competitive, compelling, and compliant documents to different clients across the U.
S. Major key aspects include the following : Proposal Schedule Based on client requirements and deadlines, the Proposal Manager is responsible for developing the proposal schedule with various milestones and coordinating and leading meetings and reviews to ensure that all deadlines are met.
Resource Management The Proposal Manager is responsible for determining required resources to develop and deliver the proposal, including dedicated and supporting staff as well as required outsourced resources such as sub-consultants and vendors.
Proposal Strategy Using project information and scope combined with OHLA corporate values and best practices, the Proposal Manager is responsible for defining and implementing the overall proposal strategy to ensure a compelling and competitive document is submitted to the project owner.
He / she will lead the proposal branding, marketing strategy, communications strategy and competition analysis with the support of the proposal team as well as any sub consultants under his / her supervision.
Proposal Outline The Proposal Manager directs the creation and review of a proposal outline that will be used as a key document design and control medium.
Proposal Writing / Editing and Quality Control The Proposal Manager is responsible for drafting / editing / rewriting, as required.
Coaching The Proposal Manager will coach the proposal team members and subject matter experts in persuasive writing and proposal best practice.
Proposal Production The Proposal Manager will lead proposal production, managing internal and external resources, indicating what tasks will be performed internally or outsourced, and how the available resources will be allocated.
He / she will direct the team in all proposal development and production activities up to and including final submission.
The preparation of agency prequalification documents for submission to owners (generally State Departments of Transportation) consists of analyzing requirements and coordinating with other corporate departments to compile all the information to be included in the final prequalification submittal.
This ensures that the company has continued ability to bid projects with several major clients in different regions of the country.
The agency prequalifications are typically renewed on an annual basis.
Qualifications
- 5 years’ experience working on proposals, ideally within the A / E / C industry preferred
- Bachelor’s degree (preferably in Marketing, Business, Communications, English or Journalism).
- Strong and extensive writing, editing, and proofreading experience and skills
- Ability to work within stringent deadlines
- Inter-personal skills and ability to work collaboratively with others
- Detail-oriented
- Ability to multi-task several competing deadlines
- Strong management and communications skills to ensure team members are aligned and up-to-date at every stage of proposal development
- Proficient with Microsoft Office, Adobe Creative Suite (especially InDesign) and other communications-related software programs.
Graphic Design experience a plus.
Previous experience working with local Northeast transportation agencies preferred
Compensation : The base salary being offered for this position is USD $90,000 per year to USD $130,000 per year. Please note that the salary range listed is specific to the role listed in New York.
Salaries may vary for different individuals in the same role based on various factors including, but not limited to, experience, education and performance.
