Advanced Management Strategies Group (AMSG) is seeking an Acquisition Specialist experienced in Adaptive Acquisition Framework and Reporting Complianceto support an opportunity we are pursuing with the Defense Health Agency (DHA).

AMSG supports a variety of Department of Defense (DoD), Department of Veterans Affairs (VA), Department of Homeland Security (DHS), Defense Health Agency (DHA), and Federal Trade Commission (FTC) programs with performance management services.

Location : Remote, however, the Government reserves the right to change where this work will be performed. Applicants should reside in one of the following cities & states for access to Government facilities : Falls Church, VA, Washington, DC, San Antonio, TX and Aurora, Colorado

Citizenship & Clearance Requirements : Applicant must be a US Citizen / Active Secret or ability to obtain a Public Trust

Period of Performance : 10 / 1 / 2024 - 9 / 30 / 2028

Required :

  • Minimum Experience : Requires a minimum of 8 years of professional relevant work experience.
  • Minimum Education : Bachelor's degree
  • 3-5 years experience supporting and interpreting Adaptive Acquisition Framework (AAF) policies (i.e DoD 5000 series) and associated reporting requirements.
  • Familiarity with the DoD, Military Health System and the Defense Health Agency is highly desired.
  • Must have technical writing and effective communication skills (verbal and written).
  • Must be detail-oriented, organized, and self-motivated with high attention to detail.
  • Ability to efficiently and effectively handle multiple and shifting priorities.
  • Ability to lead fellow team members to support various AAF compliance and reporting efforts.

Duties :

  • Provide guidance and assist in the preparation of documentation for Acquisition (ACQ) Programs in support of Defense Acquisition System Milestones and Phases in accordance with DoDI 5000 series requirements to support Adaptive Acquisition Framework (AAF) compliance.
  • Ensure regular updates are incorporated into these documents, once approved as appropriate. Examples include Clinger-Cohen Act Compliance;

Acquisition Decision Memorandum (ADM); Capability Implementation Plans (CIP); Capability Support Plans (CSP); and Termination and Disposal Plans.

  • Guide to develop schedules and artifacts to meet ACQ information requirements considering statutes and regulations affecting day-to-day program management activities.
  • Maintain ACQ Compliance Schedules in a central repository.
  • Analyze and provide feedback to ACQ documents to ensure critical information needs are met in accordance with applicable legal, regulatory, and policy requirements.
  • Serve as a liaison in support of ACQ Program compliance.
  • Develop and maintain templates and process assets associated with AAF Compliance and associated reporting efforts.
  • Schedule and facilitate regular In Progress Reviews (IPRs), ad-hoc IPRs and other leadership reviews such as Milestone Decision Reviews as requested.
  • Coordinate associated read-ahead materials (e.g., slides, supporting documentation, etc.) and produce meeting minutes and action items.
  • Track tasking or action items resulting from approved decisions to closure.
  • Prepare annual fund certification packages, also known as the Organizational Execution Plan (OEP) and out-of-cycle (OOC) certification packages as required.
  • Enter all required information into mandated repositories (such as the Defense IT Portfolio Registry (DITPR) and Defense Acquisition Visibility Environment (DAVE)) and maintain the data throughout the lifecycle of the system / ACQ Program / effort.
  • Coordinate and track resolution to ensure issues from reviews and audits are addressed and closed.
  • Maintain the PEO MS Authoritative Portfolio List.
  • Provide guidance and compile information to support the completion of various reporting requirements.

  • Maintain a central repository for all acquisition support documentation, including IPRs, reports, and documentation supporting high-level meetings and outcomes.
  • Provide AAF and / or ACQ Reporting training as necessary to help inform staff of corresponding activities and lessons learned.

Privacy Compliance Support

  • Coordinate privacy compliance-related activities to ensure compliance with the E-Government (E-Gov) Act of 2002, Section 208, OMB M-03-22, Privacy Act of 1974 and DoDI 5400.16.
  • Serve as the Privacy Compliance Liaison to various entities.
  • Analyze and provide feedback regarding how Personally Identifiable Information (PII) and Protected Health Information (PHI) is utilized to ensure data handling conforms to applicable legal, regulatory, and policy requirements.
  • Maintain a central repository for all Privacy Compliance documentation.
  • Maintain centralized tracking tools consisting of the status of PIA and DSA for all supported efforts.
  • Conduct analysis to establish and maintain meaningful metrics to inform Privacy Compliance status and possible process improvements for implementation as necessary.
  • Develop and maintain templates and process assets associated with Privacy Compliance
  • Provide Privacy Compliance training as necessary to help inform staff of corresponding activities and lessons learned.

Interoperability (IOP) Compliance Support

  • Serve as the Interoperability Compliance liaison to the Joint IOP Test Command (JITC), Joint Staff, DoD CIO, and PEO to ensure all efforts are compliant with the DoDI 8330.01.
  • Provide preparation and coordination support to the IOP Steering Group (ISG) representative. This may include preparing briefs to support Interim Certificate to Operate (ICTO) briefs and ensuring important actions are captured and worked to closure.
  • Assist in coordinating IOP test events and activities with external test agencies such as JITC and provide progress updates.
  • Maintain a central repository for all IOP Compliance documentation including certification approvals, test reports, and ICTO requests.
  • Maintain a centralized tracking tool documenting the status of IOP Compliance for all supported efforts.
  • Analyze to establish and maintain meaningful metrics to inform IOP Compliance status and possible process improvements for implementation as necessary.
  • Develop and maintain templates and process assets associated with IOP Compliance and associated reporting efforts.
  • Provide IOP Compliance training as necessary to help inform staff of corresponding activities and lessons learned.

Support Agreements Support

  • Manage and track the coordination of Support Agreements.
  • Prepare, coordinate, and manage Support Agreements for all efforts, such as Memorandum of Agreement (MOA), Memorandum of Understanding (MOU), and Program Agreements (PA) to include renewals, amendments, and terminations with the assistance of product teams,
  • Maintain a central repository for all Support Agreement documentation to include approved support agreements.
  • Develop and maintain templates and process assets associated with Support Agreements.

Schedule Management

Establish and maintain an Integrated Master Schedule (IMS) in accordance with DID DI-MGMT-81650 "Integrated Master Schedule".

The IMS will be used to verify the attainability of task order objectives, to evaluate progress towards meeting program objectives, and to integrate the program schedule activities with all related components.

  • Produce, review, evaluate, and analyze all projects with an integrated IMS. The IMS shall depict task order milestones, accomplishments, and discrete tasks / activities from task order award to completion of task order and other required fields for all programs, projects, and initiatives under the executive management of the respective PMO supported.
  • Develop, review, evaluate, and analyze SDD project Enterprise IMS which includes projects across the PMOs. The IMS shall depict task order milestones, accomplishments, and discrete tasks / activities from task order award to completion of task order and other required fields for all programs, projects, and initiatives under the executive management of SDD and Programmatic Schedule.
  • Produce regular IMS updates for assigned projects and provide weekly / monthly project status / task reports to requesting PMO leadership.
  • Facilitate / Assist required scheduling meetings - Agenda, Minutes, and Artifacts to provide the stakeholders with increased visibility of planned dates and a forum that ensures scheduling risks and issues are efficiently communicated & effectively mitigated.
  • Provide training quarterly and as needed when new personnel is onboarded, all SDD staff requiring Microsoft Project training, including, scheduling best practices and guidance on managing a standardized scheduling template, as provided by SDD / PSB.
  • Provide project-level and program-level scheduling support. Attend project-level meetings such as milestone meetings to capture pertinent information for the IMS.

Attend program-level meetings such as Integrated Configuration Control Board to capture pertinent information for the IMS.

  • Attend weekly Enterprise IMS scheduling meetings and brief status of IMS depicting any major milestones, accomplishments and / or concerns.
  • Participate in the Analysis of Alternatives (AoA) to assist with identifying an Enterprise IMS tool. Attend Integrated Product Team (IPT) meetings, perform analysis of optional tools, and provide documented feedback.

Subsequently, after tool selection, assist with the implementation of the tool.

  • Provide Quarterly IPR Support to ensure synchronicity between project schedules and information within the IPR.
