The City of Torrance is recruiting for an Administrative Services Manager to be part of the Torrance Police Department Team!

The Torrance Police Department has been proudly serving the community of Torrance for over 100 years. The Division

The Financial Planning and Strategy Division mission is to assist the office of the Chief of Police in overseeing the planning and management of the department's budget and financial resources as effectively and efficiently as possible in support of the Department's mission and goals.

The Position

The Administrative Services Manager reports directly to the Assistant Chief of Police, and is responsible for overseeing and coordinating the budgeting and fiscal planning for the Police Department.

Duties include : preparing the department's capital improvement plan; monitoring special accounts including asset forfeiture, fees, and donations;

and overseeing the preparation of all federal and state grant requests for the department, management and administration of department grants, and partnerships with funding agencies.

The incumbent will be responsible for supervising professional and administrative support staff who are responsible for facilities, fiscal and budget management, financial audits, grants, procurement, and supply.

The incumbent will also be responsible for reviewing various operational phases of the Police Department, analyzing and studying proposed equipment purchases, representing the department as liaison with other agencies, and analyzing and making recommendations / presentations for implementing best business practices to upper-level management.

QUALIFICATION GUIDELINES

Education and Experience

Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be :

Bachelor's degree in public administration or a closely related field and five (5) years of progressively responsible professional experience with a public agency that includes performing administrative analysis, interagency coordination, development and maintenance of procedures and systems, which includes at least one (1) year of management or supervisory experience.

License or Certificate

Must possess and maintain an appropriate, valid California driver's license.

Completion of the California POST Seminars - Civilian Management and Advanced Civilian Management is highly desirable.

Successful candidates will possess the following :

  • Supervisory experience in a combined Law Enforcement environment;
  • Possesses a high degree of understanding public safety;
  • Ability to successfully navigate local government;
  • Exceptional oral, written, and interpersonal communication skills;
  • Strong skills in team-building, coaching, mentoring staff members;
  • Financial management experience (e.g., develop, implement, and manage budgets, analyze financial reports); and
  • Ability to develop and maintain positive working relationships with executive management, peers, coworkers, and the public.

BENEFIT SUMMARY FOR EXECUTIVE AND MANAGEMENT EMPLOYEES

Health, Dental, Vision and Life Insurance (sec.3.1)

The City's contribution for health insurance is up to $1,470.96 / month.

The City's monthly contribution for vision insurance is $3.33

The City's monthly contribution for dental insurance is $33.71 / EE only and $67.42 / EE +1 or more

The City provides a Cash In-Lieu payment of $400 per month for eligible full-time employees for as long as the employee opts-out of medical coverage

Category A employees : City shall cover under a $100,000 accidental and $200,000 term life insurance policy

Category B employees : City shall cover under a $100,000 accidental and $100,000 term life insurance policy

Disability Insurance (sec 3.1)

Employee receives 2 / 3 base pay after elimination period (14 consecutive days for STD and 180 consecutive days for LTD)

Employees hired prior to 09 / 21 / 2010, City pays 7% EPMC (9% for Fire Chief and Police Chief).
