Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications :
- Either A : master's degree in career counseling, clinical psychology, community counseling, counseling, mental health counseling, psychology, rehabilitation counseling, school counseling, or social work;
- Or B : master's degree in career development, counseling education, educational leadership, health education, higher education, human development, or psychology education AND one year of full-time qualifying employment counseling experience as described below;
Or C : bachelor's degree in career counseling, career development, clinical psychology, community counseling, counseling, counseling education, educational leadership, health education, higher education, human development, mental health counseling, psychology, psychology education, rehabilitation counseling, school counseling, or social work AND two years of full-time qualifying employment counseling experience as described below.
Qualifying experience : For the purposes of this examination, employment counseling experience is defined as establishing a one-to- one employment counseling relationship, including gathering customer information and relating it to the labor market;
selecting, utilizing, and analyzing results of career assessments; and developing and implementing employment plans.
It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination.
Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Reassignment Qualifications :
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b / c service in an Employment Counselor, if you have less than one year, you must be reachable on the current Employment Counselor eligible list for this location, if one exists.
70.1 Transfer Qualifications :
One year of permanent or contingent-permanent as an Employment Counselor Spanish Language.

Duties Description Standard Duties :
As an Employment Counselor, you would provide complete employment counseling services to applicants in need of special assistance in determining and realizing potentials.
Employment Counselors provide vocational counseling and career development information to individuals looking for employment.
They use interview techniques and testing devices to assess the individual’s vocational needs and capabilities as well as help them understand and resolve their problems to obtaining employment.
Employment Counselors assist in developing an employment plan, maintain a record of interviews and provide follow-up assistance as necessary.
Some positions may require additional credentials or a background check to verify your identity.
