Job Description :

The Clinical Manager for the Assisted Outpatient Treatment (AOT) program supervises clinical staff responsible for delivering behavioral health services to clients under civil court-ordered outpatient treatment.

This role ensures that all clinical services meet quality standards and comply with state, federal, and grant regulations.

The Clinical Manager is responsible for providing leadership, training, and oversight to the clinical team, and ensuring the effective implementation of individualized treatment plans.

This position plays a critical role in monitoring client outcomes and compliance with AOT program guidelines.

Duties and Responsibilities :

  • Clinical Supervision and Leadership :
  • Provide clinical supervision, consultation, and training to AOT staff, ensuring adherence to best practices in mental health care and compliance with all AOT-specific regulations.
  • Regularly evaluate individual and team performance, using data to make improvements in service delivery, caseload management, and client care.
  • Lead clinical team meetings to review client progress, address challenges, and refine treatment approaches as needed.
  • Program Compliance and Quality Assurance :
  • Ensure that all services provided meet the guidelines issued by the District of Columbia Department of Behavioral Health, Medicaid, and federal grant requirements.
  • Audit client records, including treatment plans, progress notes, and medication management, to ensure compliance with quality standards and AOT program requirements.
  • Monitor and enforce adherence to confidentiality policies and HIPAA regulations across the clinical team.
  • Clinical Interventions and Treatment Plans :
  • Develop, review, and approve individualized treatment plans for AOT participants in coordination with clinical staff.
  • Provide guidance on clinical interventions and ensure that treatment plans are aligned with AOT court orders.
  • Countersign supervisees' clinical documents, ensuring accuracy and compliance with the AOT program’s requirements.
  • Collaboration and Partnership Development :
  • Work closely with community partners, such as hospitals, housing services, and legal representatives, to ensure a seamless continuum of care for AOT participants.
  • Serve as a liaison between the clinical team and external stakeholders, facilitating communication and collaboration to improve client outcomes.
  • Training and Development :
  • Ensure that all clinical staff receive necessary training in trauma-informed care, forensic mental health, HIPAA, and other areas relevant to the AOT program.
  • Provide ongoing professional development opportunities to enhance staff competency and ensure the highest quality of care for AOT participants.
  • Crisis Intervention and Support :
  • Oversee crisis intervention services, providing guidance to staff on managing emergencies and high-risk situations.
  • Coordinate with emergency services and other relevant agencies to ensure that clients remain engaged in treatment during crises

Qualifications :

  • Master’s Degree or PhD in a Behavioral Health or Social Services-related field.
  • Must hold an active license as a Graduate or an Independent Clinical Social Worker (LICSW), Licensed Professional Counselor (LPC), Licensed Psychologist, or Registered Nurse (RN).
  • 2+ years of experience providing behavioral health services, preferably in an outpatient or forensic mental health setting.
  • Experience working with ethnically diverse populations, including individuals with serious mental illnesses (SMI).
  • Demonstrated ability to manage clinical priorities, workflows, and team performance.
  • Knowledge of electronic health records (EHR) systems; experience with SPARS is a plus.
