DEPARTMENT : Operations Administration, Capital Engineering
UNION / GRADE : Unit 6 / Grade 10
BASIC PURPOSE :
Assists in the management of all aspects of the Department's project contract procurement and administration procedures in compliance with MWRA and federal and state regulations.
Assists in the execution of change orders and claims and in the development and implementation of management controls and specialized databases.
Provides assistance on capital improvement program and budget activities.
SUPERVISION RECEIVED :
Works under the general supervision of assigned Manager.
SUPERVISION EXERCISED :
None.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
- Develops and institutes policies and procedures for the procurement, tracking, administration and management of professional, design and construction contracts.
- Assists in the preparation and updates of boilerplate specifications and contract provisions.
- Assists in the development of program management / administration systems.
- Develops and maintains data systems for contract procurement logs, contract reporting, accounts payable and progress reporting.
- Provides assistance in the negotiation preparation of contract documents for the department's engineering and construction managers.
- Provides assistance in the maintenance and reporting of project schedules from project management systems.
- Coordinates administrative projects, as directed by Manager.
- Provides assistance in the preparation, review and processing of contract amendments and change order; participates in the closeout and final payment of contracts;
and assists in the defense of contract claims and dispute resolution.
- Utilizes contract administration data and issues monthly financial reports; assists in capital program budgeting activities, variance reporting and budget updates.
- Assists in performance audits of consultants.
SECONDARY DUTIES :
- Coordinates with Grants Department in ensuring state and federally funded contracts are in compliance with regulations.
- Performs related duties as required.
MINIMUM QUALIFICATIONS :
Education and Experience :
A) A four (4) year college degree in business administration, engineering, or a related field is required; and
B) An additional four (4) years experience may be considered as a substitute for the four year degree if the candidate otherwise possess all position requirements; and
C) Understanding of contract management principles and practices as acquired by three (3) to five (5) years experience; or
D) Any equivalent combination of education or experience.
Necessary Knowledge, Skills and Abilities :
A) Knowledge of MGL Chapters 149 and 30 and construction procedures required.
B) Excellent written and oral communication skills are required.

TOOLS AND EQUIPMENT USED :
Office machines as normally associated, with the use of telephone , personal computer including word processing and other software, copy and fax machine .
