General Summary
The Sr. Procurement / Compliance Specialis t supports the Procurement Services Division Manager in leading, implementing, and managing compliance processes consistent with specific guidelines outlined in, but not limited to, WSSC Procurement Regulations, Codified WSSC policies, procedures, General Conditions, and Public Utilities Articles.
Under general direction, the Sr. Procuremet / Compliance Specialist monitors and resolves compliance issues, mitigates contractual risk, maintains materials and procedures, and provides support to management. Essential Functions
- Analyzes contracts, purchase orders, various agreements, and solicitations to identify and mitigate risk, and ensure compliance with WSSC Water’s regulations, policies, and procedures
- Analyzes statements of work, evaluation criteria, and scoring of proposals to ensure the absence of restrictive specifications / qualifications and the inclusion of sufficient information to render compliant responses
- Conducts audits by analyzing data, contracts, reports, and other documentation relevant to the procurement process
- Prepares timely and comprehensive audit findings reports within established templates
- Analyzes audit findings and recommends next steps for improved agency procurement performance
- Works closely with stakeholders in support of procurement compliance and audit activities
- Supports procurement office leadership in the oversight and procedures of the procurement process
- Collaborates with stakeholders to develop and implement effective training plans to drive employee and organizational compliance knowledge and development
- Audits procurements conducted within agency delegated authority, purchasing card utilization, and compliance monitoring with term contracts, as well as other audit criteria prescribed by the compliance manager and procurement ,management
- May serve as team lead for special procurement projects; provide guidance, direction, and support for stakeholders
- Collaborates regularly with O&A staff on training materials, topics, and site visitations
Other Functions
- Stays abreast of functional best practices outside of WSSC Water and introduces those best practices into suggested policies, practices, and training
- Participates, as required, in discussions regarding Vendor performance issues, Cure Notices, and Terminations
- Performs other duties as assigned

- Possesses and demonstrates strong knowledge of policies, procedures, and execution strategies for multiple solicitation methods, including request for proposal, invitation to did, multi-step didding, competitive negotiation, and informal bid
- Expert knowledge of public sector procurement policies, procedures, regulations, laws and best practices
- Excellent analytical, problem-solving, project management, decision-making, and negotiation skills
- Ability to analyze data, prepare reports, and make recommendations
- Excellent written and verbal communication skills
- Ability to establish effective working relationships
- Proficiency with Microsoft Office, specifically Excel
- Ability to adapt to constantly changing work assignments and make timely decisions
Minimum Education, Experience Requirements
- Bachelor’s degree from an accredited college or university in Business, Engineering, Construction Management, Public Administration, or a related discipline
- 5+ years of progressively responsible experience performing procurement, contract compliance, or quality assurance work
- High School diploma or equivalent
- 9+ years of progressively responsible experience performing procurement, contract compliance, or quality assurance work
Additional Requirements Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter Preferences
- Experience or background in contract law
- Experience with a compliance or quality assurance program
- Certification from an accredited procurement program (e.g. NIGP, FAC-C Level III)
- Thorough understanding of government and / or public sector procurement practices and processes
- Demonstrated skills using Oracle, PeopleSoft 9.2, or other enterprise procurement systems
