Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.

It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The full salary range for this position is $77,900 - $143,300. The budgeted salary range that the University reasonably expects to pay for this position is $85,000 - $105,000.

Job Closing Date

This position is approved for a hybrid work modality. Currently, the department works 2 days (per week) in office.

About the Job

Reporting to the Chancellor's Office, Ethics & Compliance at the University of California, Merced serves as an independent and objective internal resource responsible for coordinating and monitoring the campus's ethics and compliance activities and for developing a culture of accountability in which risk assessment and management are part of all campus practices and decision-making activities.

Ethics & Compliance provides senior leadership with an enterprise view of risks across the entire campus, enabling management to prioritize risks, establish risk response strategies, and monitor the impact of the strategies.

Ethics & Compliance supports management and stakeholders with identifying material risks, developing risk mitigation plans, complying with laws, regulations, and policies, and adhering to the University's ethical standards.

Reporting to the Chief Ethics & Compliance Officer (CECO) and Locally Designated Official (LDO), the Compliance Analyst works collaboratively with staff at all levels of the campus to support the campus Ethics & Compliance Program (ECP) and Policy & Procedure Program.

The Compliance Analyst provides support, analyses, and coordination over ethics and compliance risk management activities, projects, and initiatives across the Merced campus.

The Compliance Analyst collaborates with campus management to identify critical compliance and other risks and provides advice and guidance on risk management strategies.

The Compliance Analyst works closely with the LDO and campus leadership on whistleblower reports alleging improper governmental activity.

Key Responsibilities :

Ethics & Compliance Program Administration : Supports campus ethics and compliance activities, including the development of proposals and recommendations regarding risk mitigation strategies that align institutional practices to legal and policy requirements.

Researches, analyzes, and monitors compliance issues and risks at all levels of complexity. Oversees key compliance areas and related projects and initiatives, including developing and tracking deliverables and reporting the status of projects and initiatives to campus management.

Develops and implements courses of action according to established policies and procedures, and recommends development of policies, procedures, and training when gaps are identified.

Monitors risk mitigation activities and ensures they are included in the ECP Risk & Compliance Work Plan; Develops Annual Report documenting campus compliance activities and accomplishments.

Coordinates ECP committees and workgroups; Participates in and may lead workgroups and committees on issues with moderate to complex scope and impact.

LDO Coordination : Supports campus compliance with UC Whistleblower and Whistleblower Protection policies and applicable laws.

Conducts initial assessment of all whistleblower reports; Coordinates appropriate and effective responses to whistleblower reports alleging improper governmental activity (IGA) and claims of retaliation.

Participates in developing and implementing high-level strategies impacting review and investigatory functions related to whistleblower reports.

Coordinates Whistleblower Case Management Team (CMT-WB) functions to ensure the report triage process results in timely resolution;

Works collaboratively across functional units to ensure effective assessment and timely referral of incoming reports to appropriate campus partner offices.

Provides regular updates on whistleblower report resolution activity and other performance metrics to the CECO / LDO. Develops quarterly briefings to the Chancellor on case status updates, statistics, and trends.

Policy & Procedure Program Administration : Coordinates the Presidential Delegation of Authority process; Assists with developing and updating Delegations;

Maintains current list of Delegations and ensures all Delegations are available on the Delegation website. Provides consultative services policy owners and subject matter experts on policy and procedure development, including drafting, editing, and finalizing documents in adherence to proper style and structure standards.

Reviews new and revised Presidential policies; Makes recommendations for local implementation of delegations, committees, and procedures.

Conducts periodic reviews of local policies and procedures; Makes recommendations for revised and new policies and procedures for compliance with changing regulations and Presidential policies and procedures.

Communicates new and revised policies and procedures to campus constituents and supports the feedback process for Presidential policies and local policies and procedures.

Compliance Awareness, Education & Events : Coordinates ECP and LDO events, activities, and outreach; Develops and participates in the delivery of training programs designed to promote knowledge of University policies and legal and regulatory requirements of campus activities.

Coordinates whistleblower compliance awareness and education programs; Ensures annual dissemination to the campus community about UC Whistleblower and Whistleblower Protection policies and the California Whistleblower Protection Act.

Supports campus annual risk assessment process and related events. Provides data and analyses for inclusion in Ethics & Compliance training presentations and communications.

Data Management & Reporting : Supports data management, monitoring, and reporting for the ECP; Provides data and information for compliance reporting.

Develops metrics, dashboards, reports, and presentations for senior leadership, management, and the Office of the President.

Summarizes and provides results on surveys, data accumulation, and risk assessment analyses. Maintains Ethics & Compliance, Policy, and Delegations websites.

  • Other : Represents Ethics & Compliance at campuswide and departmental meetings, committees, and programs as needed. Other duties as assigned in supporting the compliance portfolio and / or business operations of the Chancellor's division.

Qualifications

  • Bachelor's degree from an accredited university in a related area; and
  • Three years of directly related, progressively responsible experience in a compliance job function, or an equivalent combination of education, training, and experience (required).
  • Certified Compliance & Ethics Professional (CCEP) certification preferred (preferred).
  • Thorough knowledge of ethics and compliance profession, theories and systems of internal control, and professional compliance and investigations standards.
  • Ability to apply thorough ethics and compliance and policy concepts and applications; Ability to gather, organize, and complete analysis and develop recommendations in the completion of assignments.
  • Strong interpersonal and problem-solving skills to collaborate effectively with diverse groups; Skills in coalescing viewpoints and facilitating outcomes in group settings.
  • In-depth abilities in collaboration, facilitation, strategic and creative thinking, and decision-making.
  • Ability to present information in a clear and concise manner, both in writing and verbally for presentation or review by all levels of management and personnel.
  • Strong customer service orientation and demonstrated ability to establish trust and credibility with management and stakeholders.
  • Commitment to the highest ethical and professional standards and ability to serve as a guidepost for the campus community.
  • Broad knowledge of university ethics and compliance policies, procedures, and programs.
  • Experience with developing compliance metrics and measurements.
