HR Coordinator, Employee and Labor Relations

The University's Central Employee and Labor Relations Department seeks an HR Coordinator who will support the day-to-day operations of the department.

Will provide a high level of human resources and administrative support in the areas of employee and labor relations, appeals, grievances, HR policy, and calendar management.

Specific Duties and Responsibilities

  • The HR Coordinator will be responsible for providing a wide range of human resources and administrative support in the areas of employee and labor relations (ELR), collective bargaining agreement administration, JHU HR policies, and compliance.
  • Collaborates and provides high-level HR administrative support to the Employee and Labor Relations leadership for resolution of ELR issues and implementation of departmental and institution-wide projects and initiatives.

Employee Relations (ER)

  • Collects, organizes, and prepares documentation in preparation for ER conflict resolution discussions, investigation strategies, and appeal hearings.
  • Responsible for calendar management for ER meetings with divisional HR leadership, management, and staff related to investigation interviews, appeal hearings, and ER matters.

Labor Relations (LR)

  • Collects, manages, and maintains LR documents and records for grievances, arbitrations, and other essential LR matters.
  • Responsible for Labor Relations reporting and record management.
  • Prepares materials for Bargaining Unit (BU) departmental and Central ELR meetings and contract negotiations.
  • Responsible for scheduling LR meetings with divisional ELR leadership, BU management, BU staff, and union representatives related to investigation interviews, BU grievance hearings, and LR matters.
  • Responsible for scheduling monthly and quarterly LR meetings with JHU BU leadership and Unions.
  • Responsible for monthly and quarterly dues enrollment, dues payment, employee status changes, and temporary vendor reports to the union consistent with Collective Bargaining Unit Agreement timelines.

Record Keeping

  • Maintains the ERLR database that includes disciplinary actions, appeals, grievances, risk assessments, RIF’s, policy violations, condition of employment, fitness for duty, and severance agreements.
  • Updates the divisional employee file with accurate documentation such as signed progressive disciplinary letters.
  • Supports the development and maintenance of ERLR employee notification template letters.

Policies Management

  • Collects, organizes, and prepares materials in preparation for HR policy and compliance meetings.
  • Under the direction of ELR leadership, coordinates workflow policy changes / additions and aids with other operational needs for the Policy Management Committee.
  • Supports the editing of presentations and other materials.

ELR Management

  • Coordinates special projects, manages office workflow, schedules appointments, arranges occasional travel and subsequent timely reimbursements, and assists with meeting planning and logistics.
  • Assists with coordinating / scheduling reoccurring meetings and tracking project progress for ELR groups; maintains meeting minutes.

Performs any other duties as assigned and / or required.

Minimum Qualifications

  • High School Diploma or graduation equivalent.
  • Three years related experience.
  • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Proficiency in Microsoft Office (including Word, Excel, Power Point).
  • Prior JHU experience a plus.

Location : Hybrid / Eastern High Campus (On-site 3-4 days a week)
