General Statement

Duties and Responsibilities Supporting one or more MilTech project teams, the Program and Grants Manager will provide project support, grant management, and fiscal guidance to ensure timely, accurate, and appropriate actions and expenditures of all grant funds throughout project lifecycle, including, but not limited to, the following tasks :

  • Act as primary resource for MilTech Team Leads for general program and project-specific operational inquiries and information, and as reporting liaison for specific MilTech projects with military, DHS, and DOD Laboratory customers, ensuring proper reporting of activities, metrics, and results to the DOD or DHS customer and others as required.
  • Effectively communicate project- and compliance-related requirements and capture changing financial forecasts by being in contact with MilTech Team Leads, Engineers, and Operations Team regarding deliverables and timelines.

Positively represent the MilTech program, capabilities, contract vehicles, and industry relationships.

  • Work with external customers in coordination with MilTech Team Lead to interpret and analyze intent, needs, and expectations for financial reports and forecasts per grant customer.
  • Regularly review, monitor, interpret, and update all grant-funded project budgets and provide timely communication of any discrepancies to Operations Leads.

Review all expenses to ensure they meet State of Montana and Federal compliance guidelines, as well as all requirements for appropriate contract mechanism and accordance with OSP regulations and each applicable government Partnership Intermediary Agreement or prime contract.

Proactively maintain metrics, monthly project status reports, and coordinate contract vehicles, including task orders.

As requested, create custom financial and other project-related data reports for applicable government customers and other stakeholders.

  • Coordinate with MilTech, MSU, and external personnel to procure the necessary supplies, goods, and services in accordance with applicable State and Federal guidelines to ensure successful delivery of MilTech projects.
  • Assist with development of procedures and systems to continuously improve program management in support of federal sponsor(s) and other requirements.
  • Serve as a primary resource for program oversight and compliance for procurement procedures, 2CFR 200, and FAR based contracts.
  • Comply at all times with the MilTech Confidentiality Agreement governing non-disclosure of information encountered in the course of your duties, and the MilTech Technology Control Plan governing security and work controls.

Both agreements will be signed by each employee and will remain in effect for the duration of MilTech employment.

Required Qualifications Experience, Education, Knowledge & Skills

  • Demonstrated progressive experience in analyzing, interpreting, preparing, and monitoring financial data requiring a high degree of detail and accuracy while meeting critical deadlines
  • Demonstrated ability to interpret, apply, and communicate a wide variety of financial and procurement policies and procedures to key stakeholders verbally and in writing utilizing tools such as Teams, OneDrive, Outlook, PowerPoint, Excel, Smartsheet, etc..
  • Demonstrated ability to organize and prioritize workload and deadlines and handle complex situations while working under minimum supervision.
  • Bachelor’s degree in Business Management, Accounting, Finance or related field, or an equivalent combination of education and / or experience

Preferred Qualifications Experience, Education, Knowledge & Skills

  • Experience working with Banner and / or Financial relational database programs
  • Experience working with Montana State University and / or State of Montana Fiscal and purchasing regulations and reporting
  • Experience working with federal grant regulations under the 2CFR200 and reconciliation of grants from external funding sources
  • Experience working with FAR based grant projects

  • Effectively collaborate with MilTech, MSU, DOD, government, civilian, internal and external personnel to accomplish multiple operational goals.

Position Special Requirements / Additional Information This position is contingent upon continued grant funding, and will be based in the Bozeman, MT, office.

This position may require the ability to obtain a Security Clearance, pass the Department of Homeland Security (DHS) Suitability requirements to obtain DHS security credentials, and / or meet other government-defined restrictions appropriate for work level and access.

Other security-related requirements will include receiving favorable background checks by state and federal agencies pursuant to federal law and regulations.

This position requires ability to travel when necessary to interact with DOD customers, including travel throughout the Continental United States as well as Alaska, Hawaii, territories and possessions, and possibly other worldwide locations.
