The North Dakota Department of Environmental Quality was created by the Legislative Assembly effective July 1, 2019. The Department of Environmental Quality is tasked with developing and enforcing federal and state environmental regulations, protective programs and standards by working with the general public, industry and government entities to maintain and improve the environment.
The Deputy Director of the North Dakota Department of Environmental Quality will be a thought partner to the Executive Director and a key member of the executive team responsible for meeting the Department’s mission to conserve and protect the quality of North Dakota’s air, land, and water resources following science and the law.
SUMMARY OF WORK :
Assist the Director in managing the day-to-day operations of the North Dakota Department of Environmental Quality
Develop and implement the agency’s strategic plans, goals, and objectives; cooperate with Directors to improve the culture and carry out the agency’s mission, vision, and values
Collaborate with Executive Director and Division Directors to develop and implement environmental policies and programs
Evaluate the effectiveness of existing programs and recommend improvements
Act on behalf of the Executive Director to attend meetings; represent the North Dakota Department of Environmental Quality as assigned
Work with local, state, federal, and national entities and organizations to create and maintain partnerships and positive customer experiences
Monitor and track state and federal legislation; testify as required
Provide oversight to the ND Petroleum Fund; ND Boiler Inspector Program; Climate Pollution Reduction Grant; Environmental Justice / Civil Rights Program;
Quality Assurance / Quality Control; Data Management; Environmental Advisor Board; and other boards as requested.
Act as the ombudsman for the North Dakota Department of Environmental Quality as needed.
MINIMUM QUALIFICATIONS :
Bachelor’s degree in engineering, natural or physical science, public administration, law, or related field.
Minimum of ten years of related administrative and senior-management work experience in environmental protection.
Strong executive management skills with executive-level composure and presence.
Fundamental knowledge of the state’s budget process, legislative process and government operations.
Track record of building a culture of innovation with large, diverse, high performing teams, system and strategic thinking and risk management.
Exceptional written and interpersonal communication skills.
Strong business acumen and advanced ability to think strategically
