FUND MANAGER PAY RANGE : $59,000-$85,000

SENIOR FUND MANAGER PAY RAGE : $73,000-$97,100

DEPARTMENT OVERVIEW :

The Earth Section of the Scripps Institution of Oceanography encompasses research in the Cecil H. & Ida M. Green Institute of Geophysics and Planetary Physics (IGPP) and the Geosciences Research Division (GRD).

Research in IGPP spans a broad range of topics in geophysics including seismology, geodynamics, geodesy and crustal deformation, geomorphology, planetary physics, geomagnetism and paleomagnetism, oceanography and electrical methods.

The Cecil and Ida Green IGPP is recognized internationally as an outstanding research and teaching institution in geophysics with focus on maintaining modern infrastructure for conducting research including buildings, computer networks, computing mass storage, seagoing instrumentation, communications and global observatories.

Research in GRD embraces atmospheric, marine and solid earth chemistry, cosmochemistry, paleoceanography and paleoclimate, stratigraphy, geobiology and paleoecology, hydrogeology, global and regional tectonics, and paleomagnetism.

POSITION OVERVIEW : FUND MANAGER

FUND MANAGER

Uses skills as a seasoned, experienced research administrator to independently develop and / or oversee research proposals, awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional research sponsor policies.

Works on proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations.

Completes and approves transactions for signature by manager or other authorized institutional official. Works on complex proposals and awards that may involve multiple investigators and / or multiple sub awards.

Guides less experienced staff. Central Role (CR) : Is eligible for delegated signature authority (may vary by campus). Department Role (DR) : Typically works on complex proposals such as grants / contracts which require task budgets, option years, multiple investigators and multiple sub awards.

Under direction of the Earth Section Fiscal Manager, the Earth Section Fund Manager is responsible for providing analysis and comprehensive administration for a full range of extramural grants, contracts, subcontracts and service agreements totaling approximately $11 million.

Included in this responsibility is the management of the pre-award process (eligibility of investigators, preparation, review, routing and submission of proposal), the management of the award (initial setup in Oracle Award system, editing of budget amount, reconciliation, reporting, analysis of spending patterns, short and long range projections, re-budgeting of direct and indirect costs), management of closeout (financial closeout, required reporting to the funding agency), archiving, and eventually destruction of documents in accordance with the policies and procedures of the University and funding agencies.

Responsible for management of self-supporting activities performing rate structure analysis, monitoring and forecasting trends, preparing rate revision proposals, equipment depreciation, and differential income distributions.

Responsible for salary projections, UCPath funding entries for all academic / staff / students related to research groups assigned to this position and reconciliation of Distribution of Payroll Expenses (DOPEs).

SENIOR FUND MANAGER

Under direction of the Earth Section Financial Manager, the Senior Fund Manager plays a vital role in the Business Office team.

The incumbent will provide analytical support in contract and grant administration, budget development and comprehensive financial analysis with a mix of pre- and post- award activities associated with federal, state, private and other agencies, while ensuring compliance with University and governmental rules, regulations, and policies.

The Senior Fund Manager will ensure sound financial management of sponsored and non-sponsored awards through proactive collaborations with faculty, having mutual respect for the roles everyone plays in the mission and understanding that often this role will be the only and primary business-oriented resource in the lab.

The Senior Fund Manager acts as liaison with OCGA, SPF, General Accounting, OGSR and other central academic personnel in the administration of contracts and grants.

Exercises judgment by independently providing fiscal advice, assistance and guidance to faculty and department support staff.

Participates and contributes in short-term operation and in long- range goals for the Earth Section. All of the duties stated above are performed in a very collaborative environment;

Earth Section's funding often creates complex, unique and one of a kind situations.

The position of Senior Fund Manager reflects an equity adjustment over the typical Fund Manager position due to the following criteria :

1) Considered a subject matter expert

2) has demonstrated proficiency, with minimal supervision

3) Serve as a trainer for new staff

4) May participate in organizational committees for fund managers or research administrators

5) 60% of the body of work is considered "complex"

QUALIFICATIONS

Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

Knowledge of financial accounting / bookkeeping principles, purchasing, inventory, travel, and all related functions. Demonstrated experience in interpreting and applying complex rules, regulations, systems, and design / develop enhancements to routine operations.

Demonstrated experience and skill in analyzing spending patterns of PIs, identifying their needs and incorporating information in budget requests, reports, and projections.

Knowledge of UC policies and procedures. Demonstrated skill in preparation and analysis of contractual proposal documents, including budget data, support details, and other data as required by the granting / contracting agencies.

Knowledge of proposal formats and requirements of federal, state and private agencies including submission deadlines. Ability to interpret government regulations.

Ability to perform complex financial analysis and customized reporting. Ability to analyze and prepare budgets, to identify spending patterns and to project future expenditures to include projecting salary, benefits, fees, and indirect costs with knowledge of payroll and personnel regulations impacting such costs.

Ability to review accounts in relation to shifting income / expenditure, audit spending trends and historical expenditures, analyze statements for balance of funds, provide projections, audit for appropriateness of expenses against agency regulations, and make sound recommendations for budget adjustments.

Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles. Demonstrated analytical ability working with extensive and detailed information in an accurate manner within established deadlines and procedures.

Ability to review and apply cost accounting standards (CAS) to all contract / grant expenditures.

Ability to analyze and prepare budgets, to identify spending patterns and to project future expenditures to include projecting salary, benefits, fees, and indirect costs with knowledge of payroll and personnel regulations impacting such costs.

Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

Demonstrated high proficiency with Excel including pivots, filtering, and advanced formulae.

Maintains current knowledge of compliance regulations in all areas of research administration. Demonstrated knowledge of federal rules, regulations, and guidelines (OMB A-21, 133, 110) to ensure strict compliance with auditing and reporting requirements and ability to translate them into daily departmental practices and procedures.

Ability to apply programmatic knowledge regarding research objectives of projects / programs in order to analyze data, evaluate next-step procedures, weigh consequences in financial modeling, and advise PIs of the best solutions to the problems or issues at hand.

Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.

Demonstrated ability to work as part of a team, to independently and willingly assist in other areas as needed, to accept changing priorities regularly, to perform duties not normally assigned to this position as needed or directed.

Strong demonstrated organizational, analytical, and critical thinking skills, with ability to identify problems and formulate innovative solutions.

SPECIAL CONDITIONS

Pay Transparency Act

Annual Full Pay Range : $53,600 - $111,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent : $25.67 - $53.45
