Job Summary

This posting will be used to fill a limited Management Analyst 2 vacancy. The position has a projected end date of September 2027.

As a Management Analyst 2 in the Human Resources Unit at the Minnesota Pollution Control Agency (MPCA), you will research, gather, organize, and analyze HR data from SEMA4 and other databases for reports to increase the effectiveness of the agency’s management of its human resources.

The goal of the work is to provide data, information, and resources to managers and supervisors around their human resources data to support planning and decision making.

This position has access to labor relations information as defined in M.S. 13.37; participates in meetings where MPCA and state labor negotiations proposals are discussed and evaluated;

provides data and information to labor negotiations as it relates to job allocation and selection issues. The position assists in preparing written proposals for presentation at collective bargaining with other members of the HR office.

This position will have access to data that is not public. Not public data must only be accessed as needed to perform job requirements.

Not public data must be secured so it cannot be accessed by anyone without a job-required reason. Suspected data breaches must be immediately reported to a supervisor.

Qualifications Minimum Qualifications

Three (3) years of advanced administrative or technical experience supporting a Human Resources Information System (HRIS).

Two (2) years of professional experience in supporting a HRIS system and performing data management / analysis.

A Bachelor's degree in Human Resources, Information technology or a related field may substitute for one (1) year of experience.

Proficiency with computers and software applications (i.e. Microsoft Word, Excel, Access, Outlook or similar applications) sufficient to create and interpret quality work products of staff, reports, spreadsheets, budgets, databases, and correspondence.

Demonstrated effective communication skills.

Ability to work collaboratively and effectively as a team member.

Preferred Qualifications

Database management experience sufficient to run necessary reports.

Ability to effectively address HRIS user needs and resolve user / system problems and communicate effectively.

Skills in data reporting and management using MS Access, OBIEE, Crystal Reports or similar database reporting software sufficient to create and modify complex management reports.

Skill in recommending, developing, and implementing improvements to processes.

Working knowledge of statutes, regulations, and rules pertaining to agency programs and data practices.

Excellent intercultural competency and human relations skills and demonstrated success in building relationships and communicating effectively with diverse individuals and groups.

Additional Requirements

Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
