Summary
Exciting opportunity for a Supervisor II in the Operations Section for the Solid Waste Division of King County Department of Natural Resources and Parks! You will champion Environmental Sustainability and advance the county's r ecycling, carbon emission, and environmental safety goals at our eight Transfer Stations and two drop box facilities, and landfill.
Lead the transformation of our facilities' business model to implement new and exciting initiatives.
We are filling two (2) Career Service (i.e. regular) Supervisor II positions. This posting may be used to create a list of candidates for any potential vacancies in similar positions within the next 12 months.
About the Role :
You will oversee the employees and ensure day to day management of assigned unit for all work activities and will support our Solid Waste Division's Vision for Our Culture.
The operations section of the Solid Waste Division operates a solid waste transfer and disposal system for residents and businesses in King County (except for Seattle), which includes eight Transfer Stations, two drop box facilities, and a 920-acre active landfill.
A Supervisor II position may be assigned to one or more of the following work units :
- Landfill Gas Unit : Staff provides extensive and complex work with landfill gas extraction systems to include operate, monitor, and maintain the landfill gas collection system at Cedar Hills Regional landfill and monitor and maintain landfill gas collection systems at closed landfills.
- Landfill Operations Unit : Staff provides skilled work in safely and operating heavy equipment with the primary purpose of burying the garbage at the landfill facility.
- Maintenance Shop Unit consists of :
o Equipment Maintenance : Staff provides maintenance and repair for 500+ pieces of equipment and machinery including heavy construction equipment, a large tractor / trailer fleet, an automotive fleet and small machinery.
o Facilities : Staff provides improvement, repair and general maintenance of Solid Waste Division facilities located throughout King County.
- Transfer Unit consists of :
- o Customer Transactions : Staff provides weighing vehicles; assessing and accepting fees; providing program information to customers;
and processing charges and accounting for daily receipts related to disposal of solid waste at King County transfer stations.
o Transfer Stations : Staff provides compacting waste, loading and moving refuse trailers within a confined space in a public area, monitoring the area for safety and efficiency and performing general clean-up;
landscaping and station maintenance tasks.
Transportation Unit : Staff provides transportation of garbage from the Solid Waste Division's transfer stations located throughout the County to the Division's landfill in Maple Valley.
Transporting leachate, equipment, rock and bark used in landfill construction, and operating the Division's fuel and vactor trucks.
Wastewater Unit : Staff provides operation of wastewater and water supply facilities located at Cedar Hills Regional Landfill and remote Solid Waste Division sites.
Regulates the operation of water and wastewater collection and treatment, distribution and inspects, maintains, and repairs equipment.

Job Duties
What You Will Be Doing :
Develop, plan, organize, implement and direct the annual programs and objectives for multiple work units comprised of trades employees.
Provide guidance and direction to subordinate supervisors and support staff concerning the most complex and / or sensitive issues / problems, recognize / commend employee who meet or exceed expectations, monitor time management and attendance, coach and counsel and discipline as needed.
- Provide guidance and direction in making work quality, customer service and / or employee satisfaction improvements.Identify and develop staffing requirements;
- delegate responsibilities and authority to subordinate supervisors; conduct employee performance evaluations of all multiple work unit supervisors and support staff;
and make hiring, disciplinary and termination decisions. Ensure that day to day management is consistent with terms of applicable collective bargaining agreements and applied fairly to (all covered employees) multiple work units.
Participate on Labor / Management Committees. Investigate and resolve grievances and complaints, issue verbal and written reprimands and letters of counseling and recommend further disciplinary action when necessary, resolve other human resource and payroll issues in consultation with Solid Waste Human Resources / Payroll staff.
Experience, Qualifications, Knowledge, Skills
Qualifications You Bring :
- Minimum of two (2) years' experience in supervising effectively in collaboration with leads, including establishing goals and assigning responsibilities, setting work performance standards, establishing work priorities, making program changes and resolving safety, training and personnel issues.
- Minimum of two (2) years' experience supervising in a union environment and the ability to work collaboratively with multiple bargaining union representatives and to consistently and fairly apply union contract language.
- Minimum of two (2) years' experience with two or more work units of increasingly responsible supervisory principles and practices, including work planning and performance management, and assigning, coordinating, and supervising work of employees at multiple sites.
- Minimum of two (2) years' experience with occupational hazard and safety precautions in an industry which could include construction, maintenance, operations and transportation.
- Minimum of two (2) years' experience in customer service dealing tactfully and courteously with the public and handling customer complaints (i.
e. employees, peers, regulators, supervisors, customers, neighbors, officials and union representatives).
- Experience working collaboratively with Human Resources and Payroll.
- Skill in using computer applications (i.e. Outlook, Word, Excel, MS Teams, etc.) and using effective business communications (verbal and written).
- A valid Driver's License or the ability to travel to other sites in a timely matter during the course of the work day / shift.

- Minimum of five (5) years experience in supervising effectively in collaboration with leads, including establishing goals and assigning responsibilities, setting work performance standards, establishing work priorities, making program changes and resolving safety, training and personnel issues.
- Three (3) or more years' experience in one or more of these areas : landfill operations, solid waste transportation or general transportation, solid waste transfer facilities, heavy-duty mechanical / maintenance shops and / or Industrial work environment.
- Knowledge of King County, Washington State and federal laws and regulations pertaining to the area of specialization and environmental permits in the Solid Waste industry.
- Experience applying Equity and Social Justice on all work duties / activities.
- Experience in using LEAN principles and Creating Continuous Improvement basics.
- Certifications within Solid Waste Association of North America.

Working Conditions :
Work Location : Cedar Hills Regional Landfill, 16645 228th Ave SE, Maple Valley, WA. However, the Solid Waste Division currently operates eight (8) transfer stations located throughout King County and the candidate must be available to work at any of the eight locations as assigned including Vashon Island.

Work Schedule : This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
The schedule may vary depending on business needs with shifts 4 / 10 and / or 5 / 8, 2nd shift (2 : 00 pm to 10 : 00 pm) and may include weekends.
You must be willing to work any of these schedules. All Operations Managers and Supervisors are expected to participate in an after hours support rotation.
Rotations are two weeks in duration and the number of rotations per year are approximately two to three times per calendar year.
- Union Representation : This classification is represented by Professional and Technical Employees, Local 17 Supervisors.
- Physical Requirement : The candidate must be able to work in an office environment in addition to working in an active landfill operation, transfer station operation which may include working work on uneven grades, slopes, surfaces, and terrain in inclement weather and other adverse conditions such as dust, odor, high volume noise and heavy traffic.
