Participates in planning, developing, and implementing Baltimore City Public Schools' discipline monitoring system to ensure compliance with federal, state, and local special education regulations related to the discipline of students with disabilities.

Conducts compliance audits and develops action plans to address areas of non-compliance with regulations found at the District and School levels.

Collaborates with other District Offices and school-based staff to develop positive behavior interventions and supports for students with disabilities to create a positive culture and climate in City Schools to increase student achievement and outcomes.

Provides support to school-based teams in addressing issues related to the discipline of students with disabilities.

Essential Functions

  • Participates in the design and implementation of plans for monitoring special education compliance with legal mandates related to the discipline of students with disabilities at the system and school levels.
  • Collaborates and liaisons with other District Offices and staff (such as the Office of Climate and Suspension, IEP Development team, and the FBA / BIP team) to ensure City Schools policies and procedures align with legal mandates related to the discipline of students with disabilities.
  • In collaboration with the IEP Development team and the FBA / BIP team, provides support to schools in addressing the needs of students with disabilities exhibiting behavioral issues in a manner that increases compliance with legal mandates related to the discipline of students with disabilities
  • Schedules activities for gathering and preparing information needed for school-based monitoring and support visits related to the discipline of students with disabilities
  • Conducts on-site monitoring visits and follow up visits to identified schools to determine levels of compliance with legal mandates related to the discipline of students with disabilities
  • Prepares and submits appropriate written reports of monitoring and supportive activities conducted.
  • Monitors school based and systemic compliance with legal mandates related to the disciplinary removal of students with disabilities that exceeds ten (10) cumulative days in a school year.
  • Provides technical assistance and support to City Schools' staff regarding the interpretation of and adherence to special education compliance standards related to addressing behavior and the discipline of students with disabilities.
  • Provides support to other District Office and school-based staff in addressing FAPE issues related to the discipline of students with disabilities discovered during investigation and / or monitoring actives which may include support and training for school-based IEP teams in conducting IEP meetings to determine the impact of the violation and appropriate compensatory services to redress the violation.
  • Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Maximum Salary 117448.00

Minimum Salary 67757.00

Desired Qualifications

  • Master's degree in education, or a related field. Degree must be from an accredited college or institution.
  • Valid Maryland State Department of Education (MSDE) Advanced Professional Certificate.
  • Five years of successful experience in an applicable discipline.
  • Documented experience with federal and state legislation and guidelines governing the IEP process.
  • Documented experience and participation in the IEP Process.
  • Knowledge of legal mandates governing education.
  • Knowledge and experience with mandates governing the discipline of students with disabilities.
  • Knowledge of evidenced based behavioral interventions and practices used for students.
  • Ability to interpret special education laws to determine compliance standards.
  • Ability to develop and provide effective staff development activities for adult learners.
  • Ability to compile and interpret data reports.
  • Excellent interpersonal, organizational, and leadership skills.
  • Excellent verbal and written communication skills.
  • Ability to complete assignments accurately and within specified timelines.
  • Proficient in the knowledge and use of technical computer applications for word processing and data management.
