DEPARTMENT OVERVIEW

Department Overview

  • Capital Programs provides system wide leadership and campus support in the following areas : capital budget strategy, policy, and recommendations to the Regents and the State of California;
  • capital project design and delivery strategies, policy, contract development, and training; design professional selections;
  • building / safety code and regulatory issues; land use and site planning, long-range development plans, CEQA compliance, and environmental documents;

sustainability; and real estate transactions.

Position Summary

Under the direction of the Director of Design and Construction, the Design and Construction Analyst position, working with the other capital program professionals, supports system wide leadership and advances the goals of the University's capital program in conformance with University design and construction policy, and applicable state and federal codes and regulations.

  • The Design and Construction Analyst ensures that University design and construction policy effectively supports and advances the goals of its capital program;
  • develops policies, procedures, guidelines, and contracts, and the related accountability framework to evaluate effectiveness;
  • socializes decisions with all campuses; collaborates with sister state agencies and industry partners; provides technical advice in design and construction contract administration, and facilitates project delivery strategies for campus capital programs;

exercises experienced judgment in selecting methods, techniques and evaluation criteria for obtaining results. Experienced consultant providing technical advice related to design and construction.

Key Responsibilities

40% Design and Construction Advice and Consultation : As an experienced professional, provides timely, high quality advice and consultation on related codes, design and construction policy, procedures, contracts and agreements.

Responsible for drafting, updating, and maintaining system wide agreements in consultation with the Office of the General Counsel and, where appropriate, Risk Services, Procurement Services, and key location representatives.

Ensures all design and construction policies are developed, implemented and properly documented in compliance with applicable law, best practices and Regents' direction.

This includes providing regular updates and maintenance of the Facilities Manual. Serves as experienced subject matter advisor for UC-sponsored legislation through regular interaction with UC Legislative staff.

30% Communication and Collaboration : As an official representative of the University, cultivates and maintains beneficial working relationships with key industry partners, and stakeholders as well as public governmental and regulatory bodies and entities.

Timely review, analysis and communication of proposed new laws and regulations related to design, construction, building code and safety implementation for specific impacts to University programs.

Ability to communicate clearly in both verbal and written communications, and to analyze and synthesize information to translate into policies, procedures, guidelines and contracts that can easily be understood by key industry partners and stakeholders as well as public governmental and regulatory bodies and entities.

15% Design and Construction Program Support : Participates in programs and initiatives to further the goals and mission of the Capital Assets Strategies department as assigned by the Director of Design and Construction Services.

May manage the implementation of University planning and design policies and procedures. This could include coordination support for the Regental and delegated streamlined processes for review of capital projects which involve the review of materials submitted by campuses in support of requested approvals.

Required to develop a broad knowledge base on issues of interest to constituents, serving a wide population of University staff from all campuses in a variety of specialty areas.

Must be able to handle a broad range of assignments independently.

15% Other Duties as Assigned : Participation in the training of Staff and other stakeholders through the Capital Projects Institute (CPI) program and providing logistical support for the program.

Coordinates and provides logistical support for Construction Review Board Hearings.

  • Thorough knowledge of planning, design and construction procedures, industry practices, and / or expertise in a highly specialized and critical discipline.
  • Proven analytical, organizational and problem recognition / avoidance / resolution skills.
  • Proven written, verbal, and interpersonal communication skills, including effective negotiation skills and well- developed political acumen.
  • Ability to communicate clearly in both verbal and written communications, and to analyze and synthesize information to translate into policies, procedures, guidelines and contracts that can easily be understood by key industry partners and stakeholders as well as public governmental and regulatory bodies and entities.
  • Well-developed team building, collaboration, and facilitation skills.
  • Able to handle a broad range of assignments independently.
  • Demonstrated understanding of contract documents related to public agency capital project delivery.

Preferred Qualifications

  • Proven experience developing policies related to design and construction industry and regulatory practices.
  • Thorough knowledge of University organization, including its infrastructure, rules, regulations, policies, and short and long range strategic building plans.
  • Demonstrated conflict resolution skills.

Education

Required Qualifications

Bachelor's degree in Architecture, Civil Engineering, Construction Management, Law, Planning, Public Policy or related area and / or equivalent experience / training.

Preferred Qualifications

Advanced Degree in any of the above.

S pecial Conditions

This position is eligible for a hybrid work arrangement within the state of California. The person hired will be required to reside within California and report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA at least two days per week, subject to change.
