About Our Agency
The South Carolina Department of Disabilities and Special Needs (DDSN) is the state agency that plans, develops, coordinates, and funds services for South Carolinians with the severe, lifelong disabilities of :
- intellectual disability and related disabilities
- autism spectrum disorder
- traumatic brain injury
- spinal cord injury and similar disability
Duties and responsibilities include, but not limited to :
- Managing and Leading the Annual State Budget / Appropriation Requesting process for DDSN
- Completing Legislative Fiscal Impacts and National Organization Financial Surveys
- Revenue Cycle Management for Medicaid claims billing
- Providing State-Wide GAAP reporting packages to Comptroller General's Office
- Conducting Annual Audits for Office of State Auditor AUP and SCDHHS Annual Review
- Providing Financial Presentations to DDSN Commission and DDSN Provider Network
- Process Management : Identify and understand the detail workflow of key processes in your area of responsibility (AOR). Establish key performance indicators (KPIs) in workflows to ensure insight into how the process is operating;
serve as early warning indicators of potential problems / opportunities; and provide assurance to Commissioners, State Director, and the public of operating efficient and effective operations.
Develop your subordinates to think with a systems approach to problem solving by adjusting processes, rather than the temptation to problem solve individual transactions which are generally symptoms of a root cause problem.
Share KPIs with your team members as feedback and stimulate discussion on options to improve, as well as formal performance reporting to next level executive.
- Personnel Management : Lead by example in commitment to mission, extend for team and work ethic. Proactively engage your employees to build relationships that create trust, open dialogue, and full transparency;
- establish roles, responsibilities and expectations with extraordinary clarity; motivate every single employee to take action and connect their duties in a compelling manner with DDSN's mission;
assertively engage employees to drive outcomes and overcome adversity, obstacles, and resistance; create a culture of clear responsibility for all subordinate activity in your AOR and instill this same mindset with subordinate managers.
Project Management : Proactively identify specific improvement projects, develop specific guidance / parameters, specific milestones, final completion time, fix accountability for results, and effectively brief higher level managers periodically on status.
Organizational Communication and Coordination : Executives establish clear direction and objectives that can be translated by subordinate managers into their specific work units.
Many processes cut across executives' AORs requiring coordination and energy to force clarity and resolution. This job function results in business briefings among the leadership team which starts with preparation to be able to concisely, but thoroughly, establish a clear problem / issue statement;
relevant facts bearing on the problem / issue; analysis order of merit for options; and specific action recommendation(s).
Leadership : Transparently and effectively communicate the reality of DDSN's current operational landscape, set direction and business rationale for subordinate work units' process management improvement, and inspire your subordinates to willingly give high level of effort to accomplish their respective mission.

- build trust with subordinate / peers / superiors; proactively engage problems / issues; roll up your sleeves and be a servant leader, over-communicate;
synthesize situations and simplify setting course for yourself and subordinates; and demand excellence of yourself and your team.
Utilize DDSN's web page as a communication tool to optimally meet all stakeholder needs for each work unit in your AOR. DDSN in many ways is a virtual organization coordinating many stakeholders in a complex delivery service system, so our written word guidance is critical in synchronizing our various stakeholders in the delivery system.
Minimum and Additional Requirements
Bachelor's degree in accounting, finance, or related field. Master's degree preferred. Ten years of progressive accounting / financial experience to include serving as a first-line supervisor.
Preferred Qualifications
Management experience as a first-line supervisor and preferably a mid-level manager with oversight of multiple first-line supervisors and work units.
management experience in process improvement. Technical experience in organizational budgeting, financial accounting, cost accounting, procurement, and budget appropriations in South Carolina state government.
Possess project management experience, preferably leading an agency-wide change initiative. Medicaid reimbursement and program compliance experience.

Immunization : If this position requires the applicant to work directly with DDSN consumers, a step PPD testing or QuantiFERON TB Gold testing must be completed prior to beginning employment.
All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.
State Disaster Plan : In accordance with the State's Disaster Plan, which includes hazardous weather, DDSN employees may be required to work in times of an emergency or disaster.
